  1. Conditions and amount of funding<\/strong><\/li><\/ol>

    \u00a0<\/p>

    (1) Conditions for funding<\/p>

    \u00a0<\/p>

    The applicants shall be outstanding talents in the scientific research institutions or state-owned enterprises in the city, and would conduct study or research in overseas foreign universities or institutions for 1-12 months and promise to work for more than 3 years in Shantou City. The applicants shall meet the conditions below:<\/p>

    \u00a0<\/p>

    1. Support the Communist Party of China\u2019s routes, guidelines and policies, abide by the law, behave well, have good professional ethics and a strong sense of professionalism and responsibility.<\/li>
    2. With solid theoretical and professional knowledge foundation. The technical experts shall have intermediate or above professional technical titles or master’s degree or above. The management personnel shall have full-time bachelor’s degrees or above.<\/li><\/ol>

      3. \u00a0The study content abroad is forward-looking, innovative and academic.<\/p>

      4. \u00a0The foreign language ability of the applicant should meet the requirement for learning or cooperative research.<\/p>

      5. \u00a0The annual assessments in the past three years are all qualified.<\/p>

      6. \u00a0With good health condition and less than 50 years old.<\/p>

      \u00a0<\/p>

      The applicants with any conditions below may not be eligible:<\/p>

      \u00a0<\/p>

      1. Persons who have been subject to disciplinary action by the party or discipline and have been investigated by the relevant authorities for alleged violation of discipline and law.<\/p>

      2. Persons who have violated the foreign affairs discipline and caused adverse effects.<\/p>

      3. Persons who are not allowed to leave the country in accordance with relevant regulations.<\/p>

      2. Number of grantees<\/strong><\/p>

      \u00a0<\/p>

      In 2018, the city plans to fund a total of 10 outstanding talents in science and technology fields to study abroad. If it is necessary to increase the number of applicants for business development or scientific research demand, the institution shall bear the supportive funding.<\/p>

      \u00a0<\/p>

      1. Funding methods and funding allocation<\/strong><\/li><\/ol>

        \u00a0<\/p>

        Living allowances based on the study expenses, cooperative research expenditures, transportation and accommodation expenses actually paid during the study period outside the country would be provided. The living allowance is included in the special fund of municipal government for talent development. The institution can provide a certain amount of funds to cover the related expenses of the funded object exceeding the subsidy amount during the study period outside the country.<\/p>

        1. Working procedures<\/strong><\/li><\/ol>

          \u00a0<\/p>

          1. Submitting an application for study abroad<\/li><\/ol>

            \u00a0<\/p>

            The outstanding talents in the field of science and technology must submit the following materials:<\/p>

            \u00a0<\/p>

            1. “Application for Study Abroad in the Field of Science and Technology in 2018”;<\/li><\/ol>

              \u00a0<\/p>

              1. Copy of ID card, job title certificate and degree certificate;<\/li><\/ol>

                \u00a0<\/p>

                1. A copy of the award certificate and scientific research results;<\/li><\/ol>

                  \u00a0<\/p>

                  1. A copy of the foreign language proficiency certificate (not a must);<\/li><\/ol>

                    \u00a0<\/p>

                    1. A copy of the invitation letter from the foreign unit (not a must).<\/li><\/ol>

                      \u00a0<\/p>

                      The above materials shall be in quadruplicate and sent to the Municipal Science and Technology Bureau.<\/p>

                      \u00a0<\/p>

                      1. Confirmation of the list<\/li><\/ol>

                        \u00a0<\/p>

                        The Municipal Science and Technology Bureau will organize experts to conduct an evaluation of the application materials, determine the list of funded personnel based on the expert review opinions, file the list with the Municipal Social and Social Affairs Bureau, and copy the report to the Organization Department of the Municipal Party Committee.<\/p>

                        \u00a0<\/p>

                        1. Signing a contract<\/li><\/ol>

                          \u00a0<\/p>

                          The applicant shall sign a training contract with the current employer. The contract should specify the content of the study, the expected results, the assessment method, the study period, the commitment to return to the city for more than three years after the completion of the study, and the liability for breach of contract. After the contract is signed, it shall be submitted to the Municipal Science and Technology Bureau for the record.<\/p>

                          1. Study abroad<\/li><\/ol>

                            \u00a0<\/p>

                            The applicant should complete the study before the end of December 2018, and those who fail to do so will be disqualified. The employer shall supervise and manage the research and study of the sponsored object outside the country.<\/p>

                            \u00a0<\/p>

                            1. Time schedule<\/strong><\/li><\/ol>

                              \u00a0<\/p>

                              1. Before August 13, the institutions shall submit the name list to the Municipal Science and Technology Bureau.<\/li><\/ol>

                                \u00a0<\/p>

                                1. Before August 31, the municipal bureau would complete the selection of the grant recipients and send the list of confirmed candidates to the Municipal Human Resource Bureau for the record.<\/li><\/ol>

                                  \u00a0<\/p>

                                  1. Before December 31, the applicants shall sign a training contract with the current employer and start the study abroad.<\/li><\/ol>

                                    \u00a0<\/p>

                                    (4) In 2019, funds would be allocated in batches according to the assessment.<\/p>
