It is planned to arrange funding of 1 million yuan to specially support the projects approved in 2019.
Topic 2: Construction of key laboratories of the Ministry of science and technology and national enterprise technology center (No. 20200302)
It is planned to allocate 3.2 million yuan to support the scientific research work of key laboratories of the municipal Ministry of science and technology, and each of them can apply for a subsidy of 400000 yuan. Support the construction of provincial key enterprise laboratories and national enterprise technology centers by enterprises in our city, and each enterprise can apply for a subsidy of 400000 yuan. The reward funds shall be used to arrange the scientific research work of the institution as a whole.
Topic 3: cultivation project of national and Provincial Natural Science Foundation (No. 20200303)
It is planned to arrange a fund of 1 million yuan to implement the cultivation plan of national and provincial natural fund projects and support the projects that are not supported by project initiation but ranked first and recommended by the institution in our city’s application for 2019 national and provincial natural foundation project, with each project supporting 50,000 yuan. The project review is based on the national and provincial project review scores. The funds shall be used for scientific research as a whole by the project host institution.
Topic 4: Provincial Science and technology award cultivation project (No.20200304)
The funding amount to be arranged is 1 million yuan. Focus on supporting projects with important technological innovation in the fields of industry, agriculture, medical and health care, and solving common technology, key technology and technical difficulties in the development of the industry. The project must be implemented and applied on a large scale for more than one year, with obvious economic or social benefits. According to the technological innovation and industrialization, the projects put into storage are divided into one and two levels, each supporting no more than 10. Each project is supported by 100,000 yuan and 50,000 yuan respectively, which is allocated in a lump sum. The warehousing project must promise to apply for the 2020 provincial science and Technology Award project.

Support famous domestic and foreign universities, scientific research institutions, world top 500 enterprises, central enterprises, etc. to set up independent R & D headquarters, regional R & D centers or innovation research institutes in Shantou, support the introduction of famous overseas institutions of higher learning to cooperate in running schools in Shantou, introduce domestic double first-class universities and national key scientific research institutes to set up branches, branches, graduate schools or introduce national key laboratories in Shantou“ Financial support will be provided in the form of “one case one discussion”.
Topic 3: support the opening and sharing of scientific and technological resources (No. 20200403)
It supports the active connection of Guangdong Provincial Science and technology resource sharing network, promote the opening of large-scale scientific research equipment sharing by scientific research institutions such as Guangdong Provincial Laboratory of chemistry and fine chemicals, Shantou University, Guangdong Israel Institute of technology and municipal inspection and testing departments, and give 50% subsidy to the cost incurred by the units that borrow or rent large-scale scientific research equipment for research and development, up to 50000 yuan.
Topic 4: Construction of science and technology innovation practice base for science and engineering graduate students of famous universities (No. 20200404)
It is planned to arrange 1 million yuan to support the construction of science and technology innovation practice base for science and engineering graduate students in famous universities. The practice base relies on the unit to carry out scientific and technological innovation jointly with the graduate students and their tutors. After the joint development of the project obtains scientific research results and is reviewed by experts, a one-time subsidy shall be given according to the proportion of 10% of the R & D investment cost of the project, and the maximum subsidy of the base supporting unit each year shall not exceed 200,000 yuan.
Topic 5: supporting the Directional Cultivation of doctoral students (No. 20200405)
It supports the joint efforts of famous universities at home and abroad, such as Hong Kong University, to train doctoral students for Shantou. For students who apply for full-time doctoral degree in science and engineering and sign an agreement and promise to return to Shantou for more than 5 years after graduation, each student will be subsidized with 100,000 yuan.

Topic 1: research and development and application promotion project of agricultural advanced applicable technology (No. 20200501)
It is planned to allocate 400000 yuan to support research and development, application and promotion of agricultural advanced and applicable technologies, and focus on supporting the deep processing of marine products, agricultural and forestry products and application demonstration of agricultural scientific and technological achievements, with 100,000 yuan for each project.
Topic 5: scientific and technological innovation for social development of people’s livelihood (No.: 20200505)
It is planned to arrange 1 million yuan, aiming at the scientific and technological needs of population and health, resources and environment, social undertakings and other fields in our city, and focus on supporting the enterprise oriented water (air, soil, etc.) pollution control, resource utilization of livestock manure, water conservation, energy conservation and emission reduction, disaster prevention and mitigation, information security, public security (fire protection, food, production, hazardous chemicals, etc.), and TCM Technical research and development work in health and other aspects, each project supports 100,000 yuan.

Topic 1: continuous support for critical emergency treatment of women and children as well as personnel training and clinical medical technology application research project in the fields of mental disorders, intellectual disorders, autism and cerebral palsy (No. 20200601)
It is planned to allocate 1.2 million yuan, focusing on supporting the development of clinical application and research of new technologies in this field, strengthening personnel training and tackling key problems of clinical application technology, and improving the comprehensive clinical treatment capacity and prevention and control level in eastern Guangdong, with each supporting 100,000 yuan. (it is not allowed to accept the application of the project leader who has obtained more than 100000 yuan of medical and health funds in 2018-2019, and the general project will continue to be implemented in accordance with the notice of Shantou science and technology plan project medical and health category work guidelines (Trial) (SFK [2017] No. 85)).
Topic 2: implementation of “Shantou ten-year anti-cancer action” (No.: 20200602)
It is planned to allocate 800,000 yuan to support the joint efforts of medical institutions at home and abroad to tackle key problems in the prevention and control of cancer and other major diseases, systematically and comprehensively improve the level of medical integration organization and create a new highland of clinical medicine and translational medicine in eastern Guangdong.
Topic 3: Construction of Shantou branch of national clinical medicine research center (No. 20200603)
It is planned to arrange 300000 yuan to support the construction and application of Shantou branch of the national clinical medicine research center, and support one project based on the best. The funds shall be used for scientific research as a whole by the project host institution.
- Implementation of key international scientific and technological cooperation projects
Topic 1: support the integration into the construction of Guangdong Hong Kong Macao Bay Area (No. 20200701)
It is planned to arrange 800000 yuan to support the integration into the construction of Guangdong Hong Kong Macao Great Bay Area science and technology innovation center, the in-depth cooperation with internationally renowned universities and research institutes in technology research and development, intelligence introduction, technology transfer and technology industrialization, and the construction of an international science and technology cooperation mode of “project talent base” integration. Support for each project shall not exceed 400,000 yuan.
Topic 2: support China Israel cooperation in science and Education (No. 20200702)
It is planned to arrange 1 million yuan to support in-depth cooperation with Israeli universities, scientific research institutions and enterprises in technology R & D, intelligence introduction, technology transfer and technology industrialization. Each project support shall not exceed 500,000 yuan.
