2023 Guidelines for cooperative research projects between National Natural Science Foundation of China and National Science Center of Poland
According to the memorandum of understanding signed by the National Natural Science Foundation of China (NSFC) and the National Science Center of Poland (NCN) and the subsequent consensus, in 2023, the two sides will continue to jointly fund cooperative research projects between researchers in China and Poland, so as to promote cooperation and exchanges between scientists of the two countries.
I. Description of the Project
(1) Funding field and application code
Applicants can choose their own topics and carry out innovative scientific cooperative research in the following four fields:
- Mathematics and Physics (application code 1 must be the application code of subordinate A, and it is recommended to choose the last level);
- Earth science (application code 1 must be subordinate to D, and it is recommended to choose the last level);
- Information science (application code 1 must choose F subordinate application code, and it is recommended to choose the last level);
- Management science (application code 1 must choose G subordinate application code, and it is recommended to choose the last level).
Project applications that fail to fill in application code 1 or other application codes 1 except the above four funding areas will not be accepted.
(2) intensity of funding
China’s funding intensity is no more than 1.5 million yuan/project (direct cost).
(3) duration of funding
The funding period is 3 years, and the research period in the application should be from January 1, 2024 to December 31, 2026.
II. Condition of Applicant
According to the Management Measures of International (Regional) Cooperative Research Projects of National Natural Science Foundation of China and the consensus reached by both parties, the application for this project must meet the following conditions:
(1) The Chinese applicant should have a senior professional and technical position (professional title), and should be the person in charge who is undertaking or has undertaken the National Natural Science Foundation project for more than 3 years (inclusive).
(2) The Polish partner shall meet NCN’s qualification requirements for domestic applicants and submit an application to NCN as required. Unilateral project applications will not be accepted.
(3) Both parties have a good foundation for cooperation, and the project application should reflect strong cooperation and complementary advantages.
(4) For more detailed explanations of the applicant’s conditions, please refer to the 2023 National Natural Science Foundation Project Guide.
III. Provisions on Application for Restrictions
International (regional) cooperative research projects of NSFC include inter-organization international (regional) cooperative research projects and key international (regional) cooperative research projects. This project is an inter-organization international (regional) cooperative research project, and the applicant must follow the following restrictions when applying:
(1) Applicants can only apply for 1 international (regional) cooperative research project in the same year.
(2) The person in charge who is undertaking an international (regional) cooperative research project may not apply for this project as an applicant.
(3) This cooperative research project is not included in the scope of the total number of projects applied for and undertaken by senior professional and technical positions (titles).
(4) Other restrictions on the number of applications in the 2023 National Natural Science Foundation Project Guide.
IV. Explanation of application
(I) matters needing attention of the applicant
The application form is written online, and the specific requirements for the applicant are as follows:
- Before filling in the application form, the applicant shall carefully read the relevant contents in the Project Guide and the 2023 National Natural Science Foundation Project Guide, and the project application that does not meet the project guide and relevant requirements will not be accepted.
- Applicants must log in to the National Natural Science Foundation Network System (https://grants.nsfc.gov.cn/pmpweb/) and fill in the Application Form for International (Regional) Cooperative Research Projects of the National Natural Science Foundation online (hereinafter referred to as the Chinese application form). The specific steps are as follows:
1)Select the “Project Leader” user group to log in to the system, and then click “Online Application” to enter the application interface; Click “Add Project Application” to enter the selection interface of the science department to which the applied project belongs, and click “Apply for the Project of General Science Department” to enter the project category selection interface.
2) Click the+sign on the left or the “Expand” button on the right of “International (Regional) Cooperation and Exchange Project” to expand the drop-down menu.
3) Click the “Fill in Application” button on the right side of “Inter-organizational Cooperation Research (Inter-organizational Cooperation Agreement Project)” to enter the “Please select cooperation agreement” interface, select “NSFC-NCN (Medium Wave)” from the drop-down menu, and then enter the approval number of the fund project to be supported according to the system requirements. After passing the qualification certification, you will enter the specific Chinese application filling interface.
3. Budget preparation. The applicant shall carefully read the contents of the budget compilation requirements in the Guidelines for Application of National Natural Science Fund Projects in 2023, and strictly follow the requirements of the Measures for Fund Management of Projects Supported by National Natural Science Fund (Caijiao [2021] No.177) and the Instructions for Compilation of Fund Budget Table of National Natural Science Fund Projects, and carefully compile the Fund Budget Table of National Natural Science Fund Projects truthfully.
4. Requirements for application materials: After the applicant completes the writing of the application, he/she will submit the electronic application and the attached materials online, instead of the paper application. Accessories shall include:
1) English application jointly written by both parties (see Annex 1 for the English application template). The basic contents of Chinese and English applications must be consistent.
2) Cooperation agreement (see Annex 2 for the reference model of the agreement). Applicants of both parties shall reach an agreement and sign a cooperation agreement on issues of mutual concern, such as cooperation content and intellectual property rights.
Project applications that fail to submit the above attachment materials as required will not be accepted.
(II) Matters needing attention of supporting units
The supporting unit shall examine the authenticity, completeness and compliance of the application materials submitted by the applicant of the unit, the target relevance, policy compliance and economic rationality of the declared budget. This project is included in the scope of paperless application, and the supporting unit shall submit its electronic application form and attachment materials before the prescribed deadline for project application. Please refer to the Notice of 2023 National Natural Science Foundation Project Application and Completion and other related matters for the commitment letter of scientific research integrity of the unit and the submission of project list. After the project is approved, the paper signature and seal page of the application should be bound at the end of the Funding Project Plan and submitted together. The stamped information should be strictly consistent with the electronic application form.
(III) Acceptance of project application
The online application period of Chinese information system is from December 16th, 2022 to March 16th, 2023 at 16: 00 (the deadline of Polish application is 12: 00 on March 15th, 2023).
Note: Applicants are requested to fill in the application strictly in accordance with the requirements of this project guide. Project applications that do not meet the above requirements will not be accepted. If in doubt, please call the project contact person.
V. Announcement of the results of the proposed approval
At the end of 2023, the National Natural Science Foundation of China will issue a notice of project approval.
