Notice of Guangdong Provincial Department of Science and Technology on Organizing the Application of the Key Special Projects of “Food Nutrition Health and Food Safety (Agricultural Products Processing)” in the Research and Development Plan of Guangdong Province in 2022 ~ 2023
I. Application requirements
(1) The host institution must be registered in the province, with independent legal personality of enterprises, research institutes, universities, other institutions and industry organizations, etc. The project lead unit should pay attention to the combination and integration of superior resources inside and outside Industry-University-Research, and at the same time should pay attention to the optimization of cooperation units. In principle, the total number of lead units and participating units in the same project should not exceed 6 (inclusive).
(2) The project lead unit should have significant advantages in this field, with strong research and development strength or resource integration ability, and undertake the core research organization tasks of the project. Give priority to projects that are declared by enterprises or national and provincial laboratories (including sub-centers).
(3) The project application should carefully budget, truthfully conduct the application work, and conform to the requirements of the guidelines. The application of the project must have self-financing investment. If the enterprise takes the lead in the application, the self-financing of the total investment of the project shall not be less than 70% in principle (the proportion of self-financing of each unit should match the proportion of financial funds obtained); Non-enterprise-led application, in principle, the self-financing of the total project investment is not less than 50%. Encourage the joint funding of the city where the project is located. In terms of provincial financial fund allocation, the lead unit should allocate the largest share of funds in principle.
(4) The reporting units of R&D plans in key areas of the province are generally not bound by the limited reporting of the number of research projects, but the same research team or the same unit is not encouraged to disperse its strength. When reporting the same special project, the same research team is only allowed to take the lead in one project or participate in one project in principle, and the same legal entity (universities take secondary colleges as units) is only allowed to take the lead and participate in no more than three projects in principle.
(5) The person in charge of the project should play an overall leadership role, be able to substantially participate in the organization and implementation of the project, and prevent the phenomenon of leading high-end well-known experts in this field.
(6) The content of the project must be authentic, and its own strength and technical and economic indicators must not be exaggerated. All reporting units shall be responsible for the authenticity of the reporting materials. Reporting units and recommending units shall implement the requirements of Several Opinions on Further Strengthening the Construction of Scientific Research Integrity (No.23 [2018] of the Office), strengthen the examination and control of the reporting materials, and put an end to exaggeration or even fraud. Each reporting unit and project leader shall sign the Letter of Commitment on the Authenticity of Reporting Materials (the template can be downloaded from the Sunshine Government Platform system and must be stamped with the official seal of the unit). Once the project is established, the technical, product, economic and other assessment indicators will not be modified and adjusted without justifiable reasons.
(7) the person in charge of the project or the host institution in any of the following circumstances shall not declare or pass the qualification examination:
- The person in charge of the project has more than 3 Guangdong provincial science and technology projects (including 3 projects) that have not been completed or projects that have been overdue for one year have not been completed (except platform projects, inclusive policies and post-subsidy projects);
- The person in charge of the project has unfinished acceptance of major science and technology special projects and R&D projects in key areas in Guangdong Province (in such cases, the person in charge can also participate in the project team as a participant, except that the project has been approved for acceptance);
- Major violations are found in the process of auditing and inspecting special funds of provincial finance;
- The same project is submitted repeatedly or repeatedly by changing the name of the project;
- The main content of the project has been declared by the unit alone or jointly with other units and has been approved by the provincial science and technology plan;
- The unit projects in the province are not recommended by the competent department of science and technology;
- There are records of serious dishonesty in scientific research and “blacklist” records of credit in related social fields that are still in the period of disciplinary execution;
- Violation of scientific research ethics.
(8) the application projects should meet the specific application conditions of the application guidelines, and the scientific research and medical activities involved must strictly follow the technical standards and ethical norms, and comply with the national laws and regulations and relevant provisions.
II. Application Method
(1) The project application adopts online application and paperless way. Units or individuals that meet the application conditions of this notice can log in to “Guangdong Provincial Government Service Network” or “Guangdong Science and Technology Business Management Sunshine Government Platform (http://pro.gdstc.gd.gov.cn)” with their accounts to view specific guidance documents and submit relevant materials. The necessary supporting materials such as technology, finance, intellectual property, cooperation agreement, commitment letter and recommendation letter should be uploaded as attachments. If it is really inappropriate to submit it through the internet, the applicant shall submit a written application, which can be declared offline after being checked by the Science and Technology Department.

III. Time of application
The online centralized reporting time of the reporting unit is from December 19, 2022 to January 18, 2023 at 17:00, and the online review and recommendation deadline of the competent department is January 25, 2023 at 17:00.
