1. Basic information of the Fund

The provincial-enterprise joint fund in the field of public health and medical health mainly focuses on the industry needs of public health, biomedicine and life health, focusing on supporting basic and applied basic research in the fields of modernization of traditional Chinese medicine, medical materials, in vitro diagnosis, biology and medical devices, cultivating outstanding talents and teams, promoting the integration of research results and industrialization, enhancing the innovation ability and level of key technologies in the industry, and promoting the sustainable and high-quality development of the industry. The joint funds of provinces and enterprises in the field of public health and medical health applied by this organization include:

(1) A pharmaceutical joint fund. Funded jointly by the Provincial Science and Technology Department and Guangdong Yifang Pharmaceutical Co., Ltd., it mainly supports the research on the application effectiveness and safety, adverse reaction monitoring system, pharmaceutical efficacy and germplasm resources of traditional Chinese medicine, and provides research evidence support for the clinical application of traditional Chinese medicine formula granules.

(2) Zhongwei Scientific Research Joint Fund. Organized and implemented by the Provincial Department of Science and Technology, Beijing Zhongwei Biological Research Transformation Research Center and the Provincial Fund Committee, it mainly supports the combination of biomaterials and clinical medicine, exploratory research and transformation research in the field of screening and diagnosis of major clinical diseases.

(3) Mindray Joint Fund. Funded jointly by the Provincial Science and Technology Department and Shenzhen Mindray Biomedical Electronics Co., Ltd., it mainly supports basic and applied basic research in the fields of in vitro diagnosis, biology and medical devices, and promotes cooperation and achievement transfer and transformation in Industry-University-Research.

 2. Project type

In 2023, the provincial-enterprise joint fund in the field of public health and medical health will set up two categories: key projects and general projects.

(1) Key projects. Support scientific and technical personnel to carry out in-depth and systematic innovative research around the innovative development needs of key areas funded by various funds, aiming at the research direction or subject growth point with good foundation, promote the development of disciplines, break through the key scientific problems of innovative development, and enhance the original innovative ability. There are 12 key projects to be funded, and the funding intensity is 500,000 yuan/item or 1 million yuan/item.

(2) General projects. Support scientific and technological personnel to carry out innovative research around the fields and research directions funded by various funds, cultivate a group of basic scientific research talents and teams, and promote innovative development in the fields of public health and medical health. There are 258 general projects to be funded, and the funding intensity is 100,000 yuan/item or 200,000 yuan/item.

3. Overall reporting requirements

(1) Basic requirements for application

1. The reporting unit shall be a provincial fund supporting unit registered within the administrative area of Guangdong Province (a unit registered with the qualification for reporting provincial fund projects), and there is no limit on the number of projects applied by the unit.
2. The applicant shall be a full-time on-the-job employee of the provincial fund supporting unit (the materials such as the labor contract or on-the-job certificate within the validity period of the supporting unit shall be uploaded in the system).
3. If the applicant has three provincial science and technology projects (special projects, funds, etc.) under research (platform projects such as provincial laboratories and provincial key laboratories, inclusive policy projects, except post-subsidy projects), or two provincial fund projects under research, it shall not be applied.
4. If the applicant has one provincial science and technology plan (special project, fund, etc.) that has not been accepted for one year overdue (except platform, inclusive policy and post-subsidy projects), it shall not be applied.
5. The same applicant can only apply for one provincial-enterprise joint fund project in the field of public health and medical health in 2023, and it is included in the limited scope of only submitting two provincial science and technology plans (special projects, funds, etc.) in the same year.
6. In 2023, provincial funds (including provincial natural science funds, provincial-municipal joint funds and provincial-enterprise joint funds) supported each applicant to establish one project at most. The applicant has been approved by the provincial natural science fund in 2023, and shall not declare.
7. Applicants who are in charge of research and development projects in key areas of the province, major projects of basic and applied basic research in the province, or key projects of provincial funds, major basic research cultivation projects and research team projects shall not declare.
8. Due to the serious dishonesty of provincial science and technology plans (special projects, funds, etc.), those who are disqualified from undertaking and participating in provincial science and technology plans as the reporting subject shall not declare.
9. Meet the specific requirements set out in the guidelines for each joint fund.

(2) scientific research integrity, ethics of science and technology, human heritage and biosafety requirements

1. The project shall be applied by the applicant himself, and it is strictly forbidden to apply under false names, and it is strictly forbidden to fabricate false applicants and participants. Applicants and participants shall truthfully fill in their personal information and be responsible for the authenticity. Applicants shall be responsible for the authenticity of personal information of all participants, and sign the commitment letter of the applicant’s scientific research integrity in the system (no paper commitment letter needs to be uploaded).
2. Applicants should fill in the application form in accordance with the guidelines and reporting requirements, truthfully fill in the relevant research work basis and research content, etc. It is strictly forbidden to plagiarize or resort to deceit, and it is strictly forbidden to violate the relevant provisions of laws and regulations, ethical standards and scientific and technological safety.
3. It is not allowed to apply for projects with the same or similar research contents with different project types, by different applicants or by different supporting units in the same year; Do not apply repeatedly for projects that have been funded by financial funds; It is not allowed to apply for the same research content to different funding institutions in the same year. If the relevant research content applied by the applicant has been funded by other means, the funded situation and the differences and connections with the applied project shall be explained in the project application.
4. Issues related to ethics of science and technology shall be strictly implemented in accordance with relevant national laws, regulations and ethical standards, and relevant certificates such as review opinions of ethics of science and technology shall be provided. Involving humans and experimental animals, before carrying out scientific and technological activities, it should be examined and approved by the scientific and technological ethics (review) Committee of the unit. If the conditions for establishing the scientific and technological ethics (review) Committee are not met, it should be entrusted to other units to carry out the review. Involving human biomedical research, the applicant and supporting units should strictly abide by the relevant provisions and requirements such as medical ethics and informed consent of patients in the process of project application and implementation. To apply for a clinical research project, a formal ethical approval must be submitted. Projects that fail to provide the above certification materials as required will not be funded.
5. The scientific research activities involving the collection, preservation, utilization and external provision of human genetic resources in China shall strictly abide by the relevant requirements of the Regulations on the Administration of Human Genetic Resources in People’s Republic of China (PRC) and the Detailed Rules for the Implementation of the Regulations on the Administration of Human Genetic Resources, and the projects that need to apply for administrative examination and approval to the “China Human Genetic Resources Management Office” of the Ministry of Science and Technology shall be submitted with the signed Commitment Letter of Guangdong Science and Technology Plan Project on Human Genetic Resources (the reference template can be downloaded from the system). Projects that fail to provide the above certification materials as required will not be funded.
6. Involving the research of pathogenic microorganisms, the regulations of the State Council on the biosafety management of pathogenic microorganism laboratories and the relevant provisions of relevant departments on “ethics and biosafety” should be strictly implemented; Involving highly pathogenic microorganisms, they should have biosafety facilities, and submit the biosafety guarantee commitment of the supporting unit or cooperative research unit (the reference template can be downloaded from the system). Projects that fail to provide the above certification materials as required will not be funded.
7. The project application materials and relevant certification materials shall not contain any secret contents that violate the law or are prohibited from being disclosed by the law. If the secret is involved, it shall be submitted after being declassified.
8. If the applicant violates the promise of scientific research integrity and acts in breach of trust, it will be dealt with in accordance with the relevant provisions such as the Measures for the Administration of Scientific Research Integrity in Guangdong Province (Trial), the Implementation Rules for the Investigation and Handling of Scientific Research Misconduct in Guangdong Basic and Applied Basic Research Fund Project (Trial) and so on.

(3) Intellectual property requirements

Provincial Fund Committee will jointly sponsor and project undertaker to jointly promote project data sharing and research achievement transformation, and regularly organize joint fund project exchange meetings, academic seminars and other activities to promote academic exchanges and the popularization and application of fund achievements. In order to effectively promote the application and transformation of fund achievements, provincial-enterprise joint fund projects must comply with the following intellectual property management requirements:

1. During the project implementation period, submit the annual implementation report of the project in accordance with the requirements of the provincial science and technology plan every year, and timely report the annual research progress, output and application of the project, as well as the acquisition, transformation and protection of intellectual property rights. Before December 31st of the third year after the acceptance of the project, the project undertaker and the person in charge shall continue to report the research results and application of the project funding to the Provincial Fund Committee on an annual basis.
2. The research results obtained by the project and the intellectual property rights formed by it shall be implemented in accordance with the relevant provisions on the results management of science and technology projects established with financial funds.
3. Where multiple units jointly declare the joint fund project of provincial enterprises, they shall sign an agreement to make a clear agreement on the ownership, application, management and protection of intellectual property rights.
4. The project undertaker and the person in charge shall take timely measures to protect intellectual property rights during the project implementation. Except those involving state secrets and commercial secrets, the project undertaker shall apply for a patent right or register the copyright of the technological achievements obtained by the research.
5. Within 3 years from the date of registration or application of intellectual property rights, the jointly funded enterprise shall have the priority to transfer the intellectual property rights acquired by the project under the same conditions, and the following provisions shall apply:

(1) If a jointly funded enterprise proposes to implement the request of transforming the intellectual property rights of the provincial-enterprise joint fund within the priority period, the project supporting unit shall handle the relevant matters within a reasonable period of time and submit the results of negotiation between the two parties to the Provincial Fund Committee.

(2) During the period when the jointly funded enterprises enjoy the priority, if other units put forward the request for transforming the intellectual property rights of the provincial-enterprise joint fund, the project supporting unit shall timely submit the relevant information in writing to the Provincial Fund Committee, and the Provincial Fund Committee shall inform the jointly funded enterprises in writing. If a jointly funded enterprise intends to exercise the priority, it shall negotiate with the project undertaker on the principle of good faith to implement the transformation. Otherwise, it shall be deemed that the jointly funded enterprise waives the priority right of transferee.

(4) Budget requirements

1. The use of project funds is subject to “negative list+contract responsibility system”. The use of funds should meet the requirements of Guangdong provincial financial research project funds management, and be managed in accordance with the relevant provisions of the Notice of Guangdong Provincial Department of Science and Technology and Guangdong Provincial Department of Finance on Further Promoting the Pilot Work of “Negative List+Contract System” in the use of funds for provincial basic and applied basic research funds (Guangdong Branch Standard Word [2022] No.2), and the project application does not need to fill in the specific subject budget of funds.
2. The part of the project funds allocated to Hong Kong and Macao institutions can be directly allocated to Hong Kong and Macao institutions in accordance with the Provisions of Guangdong Provincial Department of Science and Technology and Guangdong Provincial Department of Finance on the participation of institutions of higher learning and scientific research in Guangdong Province’s financial science and technology plan (special projects, funds, etc.) (Guangdong Branch Standard Word [2021] No.9).

(5) Relying on the responsibilities of the unit.

1. We should conscientiously fulfill the main responsibility of management, establish and improve the management system of scientific research projects and funds, especially the management system of “negative list+contract responsibility system” for the use of funds, and strengthen and standardize the management of the implementation and acceptance of provincial fund projects.
2. Be responsible for the applicant’s application qualification, and review the authenticity and completeness of the application materials, and shall not submit project applications that do not meet the reporting requirements.
3. Before submitting the recommended project, the supporting unit must upload the “Commitment Letter of Scientific Research Integrity of Supporting Unit” stamped by the supporting unit in the system (the commitment letter only needs to be uploaded once, and the template of the commitment letter can be downloaded after the application system is opened, and the unit administrator can upload the sealed scanned copy in “Application Management”-“Project Management”-“Commitment Letter Management of Provincial Fund Projects”).
4. We should establish and improve the review mechanism of science and technology ethics and science and technology safety, strictly implement the national laws, regulations and standards related to science and technology ethics, and do a good job in the normalization management of science and technology ethics such as the construction of science and technology ethics system, science and technology ethics review, education and training, investigation and handling of violations of science and technology ethics, and risk monitoring and early warning. Manage clinical research projects in strict accordance with relevant national and provincial regulations.

(6) cooperative research requirements

1 in addition to the lead supporting units, there are generally no more than 2 cooperative research units for general projects and no more than 3 key projects. Clinical research projects can appropriately increase the number of cooperative research units.

2. Supporting units and cooperative research units shall sign and upload cooperative research agreements (or contracts, the same below), and clearly stipulate the research tasks, assessment indicators, proportion of special funds, ownership of intellectual property rights and benefit sharing undertaken by project reporting units and participating units.

3 project lead units should have strong scientific research strength or resource integration ability, and allocate the largest share of provincial financial funds in principle.

4. If the project participants include people (including graduate students) other than the supporting unit, the unit where the domestic personnel work shall be regarded as the project participating unit, and the information of the project participating unit shall be filled in the application form; Overseas personnel (non-Hong Kong and Macao personnel) generally participate in the project application as individuals, and must upload the electronic scanning document of “Informed Consent Letter of Overseas Personnel” (templates can be downloaded from the system) in the online application system; Hong Kong and Macao personnel can participate in the project application in their personal capacity or as cooperative research units.

4. Other explanations

(1) The start time of project implementation shall be uniformly filled in on November 1, 2023, and the end time shall be filled in according to the funding period requirements of various types of projects.

(2) In principle, the selection of the project to be approved should meet the requirements of no less than 3:1 competition.

5. Method of application

(1) The project shall be applied paperless online through “Guangdong Government Service Network” or “Guangdong Sunshine Government Platform for Science and Technology Business Management” (website: http://pro.gdstc.gd.gov.cn/).

(2) before the project is applied, the applicant’s unit must apply for registration as a provincial fund supporting unit through the Sunshine Government Platform for Science and Technology Business Management in Guangdong Province.

(3) the applicant shall fill in the relevant information of the project according to the requirements of the online application system, upload the necessary supporting attachment materials, and submit them according to the process after being audited by the supporting unit.

(4) Operating guidelines for online application of provincial fund projects, operating guidelines for registration application of provincial fund supporting units, operating guidelines for filing of provincial fund project funds using the “negative list+contract responsibility system” system, and application templates of various types of projects can be downloaded from the “home page-documents” on the sunshine government platform.
