2024 National Natural Science Foundation of China and Hong Kong Research Grants Council Joint Research Funding Fund Collaborative Research Key Project Guidelines
- Project Description
(1) Project positioning.
This project focuses on supporting mainland and Hong Kong scientific and technical personnel to conduct in-depth, systematic and innovative research on research directions or discipline growth points with a good foundation, promote the development of disciplines, and promote breakthroughs in certain important fields or scientific frontiers. The project embodies the principles of limited goals, limited scale, and prominent focus, attaches great importance to interdisciplinary research, and actively carries out substantive cooperation.
(2) Funding areas.
This project funds research plans in the field of natural sciences jointly proposed by mainland and Hong Kong science and technology personnel. Key funding areas include information science, biological science, new material science, marine and environmental science, medical science, management science, etc.
(3) Application code.
Applicants should independently select the application code of the corresponding discipline based on the project research content. It is recommended to fill in the application code to the last level.
(4) Funding plan.
There are approximately 10 funding plans in 2024. The direct cost funding intensity shall not exceed300million yuan per project.
(5) Funding period.
The project funding period is4years, and the research period in the application should be filled inJanuary 1, 2025 to December 31, 2028.
(6) Evaluation procedures.
The funding agencies of both parties will organize communication reviews respectively, and on this basis, organize joint meeting reviews.
(7) Declaration requirements.
1. Applicants from the Mainland and Hong Kong must submit project applications to the Natural Science Foundation of China and the Research Grants Council respectively. The professional titles of the applicant and participants in both applications must be consistent.
2. The number of mainland cooperative research units shall not exceed2.
3. Project applications should reflect strong alliances and complementary advantages.
2. Application conditions
(1) The applicant should have a senior professional and technical position (professional title), and should be undertaking or having undertaken a National Natural Science Foundation project of three years or more as the project leader.
(2) Persons in charge of international (regional) cooperative research projects are not allowed to apply for this project as applicants.
(3) Scientific and technical personnel employed by supporting units shall not apply for or participate in application projects in both domestic and overseas capacities at the same time.
1. Collaborators of international (regional) cooperative research projects may not apply as applicants or participate in the application for this project before the expiration of the project funding period.
2. Project leaders and participants with domestic identities are not allowed to serve as overseas collaborators or overseas participants in this project before the expiration of the project funding period.
(4) Scientific and technical personnel employed by universities and scientific research institutions in Hong Kong are not allowed to apply for this project through supporting institutions in the Mainland.
(5) Scientific and technical personnel of supporting units founded by or participating in the establishment of Hong Kong universities and scientific research institutions in the Mainland are not allowed to cooperate with scientific and technical personnel of the founding unit in applying for this project.
(6) The applicant and the Hong Kong collaborator should have a good foundation for cooperation.

3. Restricted Application Regulations
The National Natural Science Foundation of China’s international (regional) collaborative research projects include inter-organizational international (regional) collaborative research projects and key international (regional) collaborative research projects. This project is a collaborative research project between organizations. Applicants must comply with the following restrictions when applying:
(1) Applicants (excluding major participants) can only apply for1international (regional) collaborative research projects in the same year.
(2) This collaborative research project is included in the total limit2of projects applied for and undertaken.
(3) Other restrictions on the number of applications in the “2024 National Natural Science Foundation of China Project Guide”.
4. Declaration instructions
(1) Fill in the route online.
After the applicant logs in to the Science Fund Network Information System (http://grants.nsfc.gov.cn/), he or she should write the “National Natural Science Foundation of China International (Regional) Cooperative Research Project Application” (hereinafter referred to as the application) in accordance with the writing outline and relevant requirements. Book). The specific steps are:
1. Select the “Project Leader” user group, click “Online Application” to enter the application interface, and click the “Add Project Application” button to enter the project category selection interface.
2. Click the “+” sign on the left side of “International (regional) cooperative research projects” or the “expand” button on the right side to expand the drop-down menu.
3. Click “Fill in application” on the right side of “Inter-organizational cooperative research” to enter the “Cooperation Agreement” selection interface. Select “NSFC-RGC Key Projects (Mainland-Hong Kong)” in the drop-down menu, and then enter the basis to be relied upon according to the system requirements. After entering the National Natural Science Foundation of China project approval number, you will enter the specific application form filling interface.
(2) Budget preparation and reporting.
Applicants should carefully read the budget preparation requirements in the application instructions of the “2024 National Natural Science Foundation of China Project Guide” and strictly follow the “National Natural Science Foundation of China Fund Management Measures (Caijiao [2021] No. 177)” and “National Natural Science Foundation of China”. In accordance with the requirements of the “Instructions for Preparation of the Natural Science Foundation Project Fund Budget Table”, the “National Natural Science Foundation Project Fund Budget Table” must be carefully and truthfully prepared.
(3) Submit attachment materials online.
In addition to filling out and submitting the application form online, applicants must upload the following attachment materials to the “Attachment” column of the application form and submit them together:
1. A cooperative research agreement signed between the applicant and the collaborator in Hong Kong.
2. Application form submitted to the RGC by collaborators in Hong Kong.
(4) Things to note by the supporting unit.
The host unit shall be responsible for the applicant’s application qualifications, and review the authenticity, completeness and compliance of the application materials submitted by the unit’s applicants, as well as the goal relevance, policy consistency and economic rationality of the declared budget. This project is included in the scope of paperless application, and the supporting unit should complete the item-by-item confirmation of the electronic application form and attached materials before the deadline for submission of application materials. For matters such as unit scientific research integrity commitment letter and project list submission, please refer to the “Notice on 2024 National Natural Science Foundation of China Project Application and Finalization and Other Related Matters”.
(5) Acceptance of project applications.
The online application acceptance period for the information system isfrom January 31, 2024 to 16:00 on March 1, 2024.
