2024 National Natural Science Foundation of China and the National Research Foundation of Korea Cooperation, Exchange and Bilateral Seminar Project Guide

  1. Project Description

  (1) Project type.

  Including cooperation and exchanges, holding international (regional) academic conferences in China (conferences in China), and going abroad (border) to participate in bilateral (multi)lateral academic conferences (conferences abroad).

  (2) Funding areas and application codes.

  Funding areas include mathematical sciences, chemical sciences, life sciences, earth sciences, engineering and materials sciences, information sciences, management sciences and medical sciences. Application code 1 must select the corresponding application code according to the funding field and research content. It is recommended to select the last level.

  (3) Funding intensity.

  The intensity of Chinese funding shall not exceed 150,000 yuan per project.

  (4) Funding scale.

  It is planned to fund about 30projects, including about 20 cooperation and exchange projects and about 10academic conference projects.

  (5) Funding content.

  For cooperation and exchange projects, NSFC funds the international travel expenses for Chinese researchers to visit South Korea and the accommodation, food, and inter-city transportation expenses for Korean researchers to visit China. NRF Funds the international travel expenses for Korean researchers to visit China and the accommodation, food and inter-city transportation expenses for Chinese researchers to visit South Korea.

  For conference projects in China, NSFC subsidizes the conference fees required for the conference held by the Chinese side and the accommodation, food, and inter-city transportation expenses for the Chinese and Korean participants. NRF Funds international travel expenses for Korean participants.

  For overseas conference projects, NSFC funds the international travel expenses of Chinese participants. NRF subsidize the conference fees required for the Korean side to hold the conference and the accommodation, food, and inter-city transportation expenses for the Chinese and Korean participants.

  (6) Project execution period.

  The implementation period of the cooperation and exchange project is2years. The research period in the application should be filled in July 1, 2024 to June 30, 2026.

  The implementation period of the academic conference project is1week, and the research period in the application should be filled in July 1, 2024 to February 28, 2025.

  2. Applicant conditions

  According to the “National Natural Science Foundation of China International (Regional) Cooperation and Exchange Project Management Measures”, application for this project must meet the following conditions:

  (1) To apply for cooperation and exchange project, the Chinese applicant must be and the project will be completed after December 31, 2025with a term of more than 3 years (inclusive) from the National Natural Science Foundation of China. The project leader or main participant of a research project (except cooperation and exchange projects). Cooperation and exchanges should closely focus on the research content of the ongoing research fund projects.

  To apply for theacademic conference project, the Chinese applicant must bewith a project ofcompleted after December 31, 2024 (inclusive)of 3years (inclusive) or above in the National Natural Science Foundation of China Project leaders or major participants in ongoing research projects of the Science Fund (excluding cooperation and exchange projects).

  As a Chinese applicant, the main participants of the ongoing research project must have senior professional and technical positions (professional titles) or a doctoral degree, or have2scientists and technicians with senior professional and technical positions (professional titles) in the same research field. Recommended by staff and approved by the person in charge of the research project.

  (2) Korean collaborators should meet NRF qualification requirements for domestic applicants.

  (3) Applicants from China and South Korea must submit project applications to NSFC and NRF respectively. Project applications submitted unilaterally will not be accepted.

  3. Regulations on limited applications

  (1) This project is an international (regional) cooperation and exchange project and is not subject to the restriction that “the total number of projects applied and currently undertaken by senior professional and technical personnel (titles) is limited to2“.

  (2) Not subject to the restriction that “applicants can only apply for1projects of the same type in the same year”.

  (3) The NSFC-NRF(China and South Korea) cooperation and exchange projects that you have applied for as an applicant and are undertaking as the project leader are limited to1in total. There are other restrictions on the number of applications in the “2023 National Natural Science Foundation of China Project Guide”.

  4. Declaration instructions

  (1) Things to note for applicants.

  1. Applicants should carefully read the relevant content in this project guide and the “2023 National Natural Science Foundation of China Project Guide” before filling in the application form. Project applications that do not meet the project guide and relevant requirements will not be accepted.

  2. Chinese applicants must log in to the Science Fund Network Information System (http://grants.nsfc.gov.cn) and fill in the “National Natural Science Foundation of China International (Regional) Cooperation and Exchange Project Application Form” online.

  The specific steps to apply forcooperation and exchange projectare:

  (1) Select the “Project Leader” user group to log in to the system, and click “Online Application” to enter the application interface;

  (2) Click the “New Project Application” button to enter the science department selection interface to which the application project belongs, and click “Apply for General Science Department Project” to enter the project category selection interface;

  (3) Click the + sign on the left side of “International (Regional) Cooperation and Exchange Project” or the “Expand” button on the right side to expand the drop-down menu;

  (4) Click the “Fill in Application” button on the right side of “Cooperation and Exchange (Inter-Organization Agreement Project)” to enter the “Cooperation Agreement” selection interface;

  (5) Select “NSFC-NRF (China and South Korea)” in the drop-down menu, and then enter the approval number of the ongoing research fund project as required by the system. After passing the qualification certification, you will enter the specific application form filling interface.

  The specific steps to apply foracademic conference projectare:

  (1) Select the “Project Leader” user group to log in to the system, and click “Online Application” to enter the application interface;

  (2) Click the “New Project Application” button to enter the science department selection interface to which the application project belongs, and click “Apply for General Science Department Project” to enter the project category selection interface;

  (3) Click the + sign on the left side of “International (Regional) Cooperation and Exchange Project” or the “Expand” button on the right side to expand the drop-down menu;

  (4) Click “Hold an international (regional) academic conference in China (inter-organizational agreement project)” or “Go abroad (border) to participate in bilateral (multi)lateral academic conferences (inter-organizational agreement project)Click the “Fill Application” button on the right side to enter the “Cooperation Agreement” selection interface;

  (5) Select “NSFC-NRF (China and South Korea)” in the drop-down menu, and then enter the approval number of the ongoing research fund project as required by the system. After passing the qualification certification, you will enter the specific application form filling interface.

  3.Instructions for filling out the application form. The project names (English), supporting units (Chinese and English), and project leaders of both parties (the default is the first person in the “Chinese Personnel Information” column and “Overseas Cooperation Personnel” column) in the Chinese and Korean applications should be strictly consistent.

  To apply forcooperative exchange project, the names of the visiting and visiting personnel, the dates of the visiting and visiting, and the content of the research work to be carried out should be listed in detail in the “Project Implementation Plan” column according to the exchange year.

  To apply foracademic conference project, the conference schedule and information about proposed participants should be listed. Chinese participants should come from at least 3 different domestic units, and each participant must be a National Natural Science Foundation research project with a term of more than 3 years (inclusive) that will be completed after December 31, 2024 (inclusive) The project leader or main participant (except for cooperative exchange projects).

  4. Budget preparation requirements. Applicants should carefully read the budget preparation requirements in the application instructions of the “2023 National Natural Science Foundation of China Project Guide” and strictly follow the “National Natural Science Foundation of China Fund Management Measures (Caijiao [2021] No. 177)” and “National Natural Science Foundation of China”. In accordance with the requirements of the “Instructions for Preparation of the Natural Science Foundation Project Fund Budget Table”, the “National Natural Science Foundation Project Fund Budget Table” must be carefully and truthfully prepared.

  5. Application material requirements. After the applicant completes the writing of the application, he or she can submit the electronic application and attached materials online without submitting a paper application. Attachment materials include:

  (1) To apply forcooperation and exchange project, a cooperation and exchange agreement must be submitted (see attachment 1 for the agreement template). Applicants from China and South Korea must reach an agreement on cooperation content, exchange plans, intellectual property rights and other issues, and sign a cooperation and exchange agreement.

  (2) To apply foracademic conference project, an English application form (see attachment 2 for the template) must be submitted to the Science Fund Network Information System as an attachment to the Chinese application form. At the same time, project applicants must provide a list of participants from China and South Korea. To apply for a bilateral academic seminar held in South Korea, only one Chinese organizer is required to fill out a Chinese application form.

  Project applications that do not submit the above attachments as required will not be accepted.

  (2) Things to note by the supporting unit.

  The host unit shall review the authenticity, completeness and compliance of the application materials submitted by its applicant, as well as the goal relevance, policy consistency and economic rationality of the declared budget. This project is included in the scope of paperless application, and the host unit should submit its electronic application form and attached materials before the specified project application deadline. Please upload your unit’s project application list through the Science Fund Network Information System, no paper version is required.

  For matters such as the submission of the unit’s scientific research integrity commitment letter, please refer to the “Notice on 2023 National Natural Science Foundation of China Project Application and Finalization and Other Related Matters”.

  After the project is approved, the paper signed and stamped page of the application must be bound at the end of the “Funded Project Plan” and submitted together. The information signed and stamped should be strictly consistent with the electronic application form.

  (3) Acceptance of project applications.

  The online application acceptance period for the Science Fund Network Information System isfrom January 22, 2024 to 16:00 on February 21, 2024. Korean partners must submit applications to NRF before the deadline specified by NRF.

  Note: Applicants are requested to fill out the application in strict compliance with the requirements of this project guide, and remind the science and management department of the host institution to confirm and submit the electronic application before the Science Fund Network Information System closes the online application. Applications that do not meet the above requirements will not be accepted. If you have questions, please call the project contact.

  5. Notification of Proposed Approval Result

  The funding results will be notified through the Science Foundation Network Information System.
