Guide to cooperative research projects of joint research funding funds
- Project Description
(1) Funding fields.
This project supports a research plan in the field of natural science jointly proposed by mainland and Macao scientific and technical personnel. The priority areas for funding are information science, traditional Chinese medicine research, marine science, environmental science, biological science, new material science and space science.
(2) Application code.
Applicants should independently choose the application code of the corresponding discipline according to the research content of the project, and it is recommended to fill it in to the last level.
(3) Funding scheme.
There are about 18 funding schemes in 2024. The intensity of direct cost support shall not exceed RMB 2 million/item.
(4) the funding period.
The funding period is 3 years, and the research period in the application should be filled in from January 1, 2025 to December 31, 2027.
(5) Review procedures.
The funding agencies of both sides organize communication review separately, and on this basis, organize joint meeting review.
(6) reporting requirements.
- Applicants from the Mainland and Macao shall submit project applications to the Natural Science Foundation of China and the Science and Technology Fund respectively.
- The number of cooperative research units in the Mainland shall not exceed 2.
- The project application should reflect the strong alliance and complementary advantages.
- Application Conditions
(1) the applicant should have a senior professional and technical position (title), and should be the project leader who is undertaking or undertaking projects of the National Natural Science Foundation for three years or more.
(2) the person in charge of the international (regional) cooperative research project shall not apply for this project as an applicant.
(3) the scientific and technical personnel employed by the supporting units shall not apply for or participate in the application for projects in both domestic and overseas capacities.
- Partners in international (regional) cooperative research projects may not apply for or participate in the application of this project as applicants before the project funding expires.
- The person in charge of the project and the participants with domestic status shall not be the overseas partners or participants of this project before the project funding expires.
(4) researchers employed by academic institutions and scientific research institutions in Macao shall not apply for this project through supporting units in the mainland.
(5) The applicant has a good foundation for cooperation with the partners in Macao.

- Provisions on application for restricted items
International (regional) cooperative research projects of NSFC include inter-organizational international (regional) cooperative research projects and key international (regional) cooperative research projects. The NSFC-FDCT project belongs to an inter-organizational cooperative research project, and the applicant must comply with the following restrictions when applying:
(1) the applicant (excluding the main participants) can only apply for one international (regional) cooperative research project in the same year.
(2) This cooperative research project is not included in the scope where the total number of applications and projects undertaken is limited to two.
(3) Other restrictions on the number of applications in the 2024 National Natural Science Foundation Project Guide.
- Application Instructions
(1) Matters needing attention of the applicant.
After logging into the Network Information System of the National Natural Science Foundation of China (https://grants.nsfc.gov.cn/), the applicant shall write the Application for International (Regional) Cooperative Research Project of the National Natural Science Foundation of China (hereinafter referred to as the application) according to the writing outline and relevant requirements. The specific steps are as follows:
- Select the “Project Leader” user group, click “Online Application” to enter the application interface, and click “New Project Application” to enter the project category selection interface.
- Click the “+”button on the left or “Expand” button on the right of “International (Regional) Cooperative Research Project” to expand the drop-down menu.
- Click “Fill in Application” on the right side of “Inter-organizational Cooperation Research” to enter the interface of selecting cooperation agreement, select “NSFC-FDCT Project (Mainland-Macau)” in the drop-down menu, and then enter the approval number of the fund project to rely on according to the system requirements, and then enter the specific application filling interface.
(2) Budget compilation.
The applicant shall carefully read the contents of the budget compilation requirements in the application provisions of the 2024 National Natural Science Foundation Project Guide, and carefully and truthfully compile the National Natural Science Foundation Project Fund Budget Table in strict accordance with the requirements of the Measures for Fund Management of National Natural Science Foundation Funded Projects (Cai Jiao [2021] No.177) and the Instructions for the Compilation of National Natural Science Foundation Project Fund Budget Table.
(3) Submit the attachment materials online.
In addition to filling in and submitting the application online, the applicant must upload the following attachment materials to the “Attachment” column of the application and submit them together:
- The cooperative research agreement signed by the applicant and the partners in Macao.
- A copy of the application submitted by the partners in Macao to FDCT.
(4) Matters needing attention of supporting units.
The supporting unit shall be responsible for the applicant’s application qualification, and review the authenticity, completeness and compliance of the application materials submitted by the applicant of the unit, the target relevance, policy compliance and economic rationality of the declared budget. This project is included in the scope of paperless application, and the supporting unit should complete the confirmation of the electronic application form and the attachment materials one by one before the deadline for submission of application materials. For matters such as the commitment letter of scientific research integrity of the unit and the submission of the project list, please refer to the Notice on the application and conclusion of projects of the National Natural Science Foundation of China in 2024.
(5) Receiving the project application.
The online application and receiving period of the information system is from January 27th, 2024 to 16: 00 on February 29th, 2024.
