Notice of Guangdong Basic and Applied Basic Research Fund Committee on Soliciting Suggestions for Guidelines of Guangdong Basic and Applied Basic Research Fund Offshore Wind Power Joint Fund in 2024
In order to do a good job in organizing the implementation of the joint offshore wind power fund in 2024 and compiling the guidelines, suggestions for the project application guidelines are now publicly solicited, and relevant matters are notified as follows:
- Direction of the guidance
Offshore wind power joint fund pays attention to demand traction and problem orientation, and supports basic and applied basic research for the construction of Guangdong-Hong Kong-Macao Greater Bay Area and the innovation and development needs of offshore wind power industry in our province. In order to give full play to the guiding role of offshore wind power joint fund and strengthen the top-level planning and overall layout, through a series of questionnaire surveys and concise demonstration by experts, the key scientific and technological issues in the innovation and development of offshore wind power industry were sorted out in the whole chain around the four main industrial chains of wind farm planning and design, wind power equipment development, offshore wind power construction and installation, and wind power grid-connected operation, as well as the two auxiliary industrial chains of wind power professional services and wind power-related industries, forming 20 research topic clusters and 130 related research directions. From 2022 to 2023, the offshore wind power joint fund has laid out 185 supporting projects around the above-mentioned fields, including 166 general projects and 19 key projects.
The collection of suggestions for this guide continues to focus on 130 research directions of offshore wind power industry. Please advise people to pay attention to strengthening the dislocation and connection with the supported projects that have been laid out in previous years according to the existing research foundation and team ability, and put forward corresponding suggestions for the guide, so as to provide reference and basis for further selecting the direction of the guide in 2024. Please refer to Annex 1 for the template recommended in the guide (specifically, refer to the online reporting system).
- Project type and intensity
The offshore wind power joint fund consists of “key projects” and “general projects”. The proposed funding intensity of key projects is 1 million yuan/project, and that of general projects is 300,000 yuan/project. Please make reasonable suggestions for the guidelines according to the funding intensity of the projects.
- Relevant requirements
(1) It is suggested in this guide that only registered provincial fund supporting units in Guangdong Province should be collected. The provincial fund can be queried on the sunshine government affairs platform of Guangdong science and technology business management based on the qualification of the unit.
(2) The recommender should submit the guidance proposal online through the supporting unit of the provincial fund where he is located, and each person is limited to submit one guidance proposal, and no restrictions are required at the unit level.
(3) The guideline suggests that it should meet the needs of Guangdong-Hong Kong-Macao Greater Bay Area’s construction and the innovation and development of offshore wind power industry in our province, pay attention to demand traction and problem orientation, and put forward key scientific issues.
(4) the contents of the guide should focus on putting forward research plans and ideas on scientific issues, which should be inclusive and without obvious restrictive requirements, and other research teams in the province should also carry out related work to ensure competitiveness.
- Collection method and time
(1) It is suggested in this guide that online solicitation should be adopted uniformly, and all units are requested to organize referees to fill in the form through the Sunshine Government Platform of Guangdong Science and Technology Business Management (website: http://pro.gdstc.gd.gov.cn/) without submitting paper materials. (2) It is suggested in this guide that the online reporting time for collection should be from March 7 to March 26, 2024 at 17:00.
