  1. Application requirements

  (1) The project lead applicant must be an enterprise, scientific research institute, university, other public institution and industry organization registered in the province with independent legal person status. The project lead unit should have significant advantages in this field, have strong research and development capabilities or resource integration capabilities, and undertake the core research and organization tasks of the project. The project leading unit should focus on the combination of industry, academia and research, and the integration of superior resources inside and outside the province, and should also focus on selecting cooperative units. In principle, the total number of leading units and participating units for the same project should not exceed 6 (inclusive), and each participating unit should be responsible for substantive research. Task.

  (2) When applying for a project, the budget should be prepared carefully, the application should be based on the actual situation, and comply with the requirements of the guidelines. The applied project must have self-raised funds, and in principle, the self-raised funds of the project shall not be less than the provincial financial funds applied for. Encourage joint funding from the city where the project is located. In terms of allocation of financial funds, the funds allocated to each unit should be proportional to the amount of tasks undertaken. In principle, the leading unit should allocate the largest share of financial funds. Enterprises outside the province will not participate in the allocation of financial funds; in terms of self-raised funds sharing, the proportion of self-raised funds shared by each unit should be consistent with the proportion of fiscal funds received.

  (3) The units applying for the provincial R&D plan in key areas are generally not subject to the application limit on the number of projects under research, but the same research team or the same unit is not encouraged to disperse their efforts. When applying for the same special project, the same research team is in principle only allowed to lead 1 project or participate in 1 project, the same legal entity is only allowed to take the lead and participate in no more than 3 projects in principle.

  (4) The project leader should play a coordinating and leadership role. In principle, he should come from the project lead unit and be able to substantially participate in the organization and implementation of the project to prevent the phenomenon of recruiting high-end well-known experts in the field. If it is true that due to the special circumstances of the project, a person other than the lead unit serves as the project leader, a corresponding collaborative working mechanism should be established to provide effective guarantee for the project leader to organize and tackle key problems.

  (5) The project content must be true and credible, and no exaggeration of its own strength, technical and economic indicators is allowed. Each applying unit must be responsible for the authenticity of the application materials. The applying units and recommending units must implement the requirements of the “Several Opinions on Further Strengthening the Construction of Scientific Research Integrity” (Ting Zi [2018] No. 23), strengthen the review and control of application materials, and prevent exaggeration. Untrue or even fraudulent. Each applying unit and project leader must sign the “Letter of Commitment to the Authenticity of Application Materials” (the template can be downloaded from the Sunshine Government Affairs Platform system and must be stamped with the official seal of the unit). Once a project is approved, technical, product, economic and other assessment indicators will not be modified or adjusted without justifiable reasons.

  (6) Project leaders or applying units who have any of the following circumstances shall not apply or pass the qualification review:

  1. The project leader has more than 3 (inclusive) Guangdong Provincial Science and Technology Plan projects that have not been completed or have projects that are overdue for one year and have not been completed (except for platform projects, inclusive policy projects, and post-subsidy projects);

  2. The project leader is currently working on a major science and technology project in Guangdong Province, or a key area R&D plan project that has not yet been completed and accepted (in such cases, the person in charge can also participate in the project team as a participant);

  3. Major irregularities are discovered during the audit and inspection of provincial fiscal special funds;

  4. Make multiple or repeated applications for the same project by changing the subject name;

  5. The main content of the project has been applied by the unit alone or jointly with other units and has been approved by the provincial science and technology plan;

  6. The projects of units in the province have not been recommended by the competent science and technology department;

    7. Have records of serious untrustworthy conduct in scientific research and credit “blacklist” records in related social fields that are still within the disciplinary execution period;

  8. Violate scientific research ethics;

  9. Other related circumstances.

  (7) The application project meets the specific application conditions for each topic in the application guide. The scientific research and medical activities involved must strictly abide by technical standards and ethical norms, and comply with national laws, regulations and relevant regulations.

(8) Municipal science and technology departments at or above the local level must follow the relevant requirements of the “Notice of the Guangdong Provincial Department of Science and Technology on Further Strengthening the Application, Recommendation and Review of R&D Plan Projects in Provincial Key Areas” to complete projects well Recommended review work such as on-site inspections.

  1. Application method

  (1) Project application shall be made in an online, paperless manner. Units that meet the application conditions of the guide shall apply through the “Guangdong Provincial Government Service Network” or the “Guangdong Provincial Science and Technology Business Management Sunshine Government Affairs Platform” (http://pro.gdstc.gd.gov .cn)” to submit relevant materials, please upload necessary supporting materials such as technology, finance, intellectual property rights, cooperation agreements, letters of commitment, letters of recommendation, etc. as attachments. If it is indeed inappropriate to submit through the Internet, the reporting unit shall submit a written application, and the application can be submitted offline after being reviewed and checked by the Department of Science and Technology.

  (2) The guideline document is only used by the applicant as a reference for application and may not be reproduced or published.

  (3) If written materials need to be provided during the project review and evaluation process, the professional agency will notify the submission separately.

(4) After the project is approved according to the procedures, the paper copies of the project application form and task statement will be submitted to the comprehensive business processing hall of the Provincial Department of Science and Technology (signatures and seals are required, and the submission time and specific requirements will be notified separately).

  1. Evaluation and project approval instructions

  Provincial key field R&D plan projects are reviewed by a third-party professional organization, which reviews and demonstrates the background, basis, technical route, scientific research capabilities, time schedule, budget, performance goals, etc. of the applied project, and conducts professional evaluations such as intellectual property rights:

  (1) Duplicate checking and technological advancement analysis. Big data analysis technology will be used to compare the projects funded by the Science and Technology Plan of the Ministry of Science and Technology over the years and the projects funded by the Science and Technology Plan of Guangdong Province over the years to conduct duplication checking and advanced analysis of the proposed projects.

  (2) Intellectual property analysis and review. Project research results generally should have high-quality intellectual property rights. Each applicant unit is requested to strengthen its own intellectual property management in accordance with the relevant requirements of the high-quality intellectual property analysis and evaluation guidelines (see Appendix 2), propose high-quality intellectual property goals for the project, and Elaborate on this as required in the feasibility report and provide necessary supporting supporting materials (the feasibility report outline can be downloaded from the Sunshine Government Platform system). Do not simply use the number of patents and papers as project goals.

  (3) Projects will be included in the project database management after being reviewed and approved according to the procedures. Support will be provided in batches based on the annual financial budget and project implementation status, and financial funds will be allocated in phases based on the progress of the project.

(4) For the same application direction (or project) that adopts the “competitive selection” method in this guide, if the number of valid applications is less than 3, it will be regarded as insufficiently competitive and will not enter the review and evaluation process, and the project will not be approved; the number of valid applications For projects with 3 or more companies, after review and review, in principle, only one project will be supported (unless otherwise specified in the guide). When the review results are similar and the technical routes are obviously different, parallel support can be provided.

  1. Application time

  The application is divided into two stages: pre-application and formal application. The period from March 19, 2024 to 17:00 on April 18, 2024 is the pre-application stage. The applicant unit can apply through the “Guangdong Provincial Government Service Network” or the “Guangdong Provincial Science and Technology Business Management Sunshine Government Platform (http://pro.gdstc) .gd.gov.cn)” to submit relevant materials, the deadline for online review and recommendation by the competent authorities is 17:00 on April 25, 2024. After the pre-application is completed, the Provincial Department of Science and Technology will organize a compliance review, provide feedback on the review opinions to the Guangdong Provincial Science and Technology Business Management Sunshine Government Affairs Platform within 7 days, and return all projects. The formal application stage will be from May 8, 2024 to 17:00 on May 22, 2024. The applicant unit can log in to the “Guangdong Provincial Government Service Network” or “Guangdong Provincial Science and Technology Business Management Sunshine Government Platform (http://pro.gdstc) .gd.gov.cn)” to submit the final version of the application materials. After submission, they will not be returned for modification. The deadline for online review and recommendation by the competent department is 17:00 on May 29, 2024.
