Applicant institutions for municipal projects shall fill in the Application Form for Competitive Support for Key Urban and County Talent Projects in 2017 “Sailing Plan” in 20 copies with electronic version attached (sent to Talent Work Office in Provincial Committee Organization Department through Group Networking)
- Introduction of Innovation and Entrepreneurship Group
The applicant can log on to Comprehensive Management of Talents Task Platform of Guangdong Province (URL: http://rc.gdstc.gov.cn ) and apply online.
- Introduction of Top-notch Talent in Urgent Need
The applicant shall apply to the host institution and relevant department in the host institution should be responsible for the application.
- High-level Talent Training Project

Eligibility
1. Competitive Support for Key Urban and County Talent Projects
1. The applied projects should mainly be past-selected projects, which can have expansion, quality-improvement, integration and upgrading in the original project. In principle, no new projects shall be raised. If it is needed, the new projects shall be submitted in the evaluation together with the existing projects.
2.The project must be closely related to the need of the development of local leading industries, advanced industries and featured industries, supported by key enterprises, industrial zone and major projects, mainly centered on the strategical target to create a group of industrial clusters and fully play the major leading and supporting effect of the talents in promoting transfer and acceptance of regional industries, integrated development of industry, transformation and upgrade of industry and etc.
3. The project must be led by the Party Organization Department of the city, county (city, district) and the organizing departments shall be with specific organizations or professional staff to be responsible for project implement and management.
2. Introduction of Innovation and Entrepreneurship Group
1. The employer shall register in west northern area in east Guangdong (before the deadline of application) with independent legal person status.
2. Basic condition: the team shall be formed by 1 leader and at least 2 core members.
3. Team members (including the leader, same as follow) shall have high moral quality and professional ethics, obey the law and disciplines and be of good health.
4. The team members should be below the age of 65 (born after August 1, 1951). Winners of Noble Prize and other international prizes, top-notch talents in “One Thousand Talent Plan” and selectees in Innovative Team Project, academicians of Chinese Academy of Sciences, Chinese Academy of Engineering or from developed countries, if coming to west northern area in east Guangdong to work, can enjoy relaxed restrictions about age.
5. The team leader should have Doctor’s Degree or professional technical title above vice senior, more than 3 years’ experience in scientific research with outstanding achievements; the other members should have above Master’s Degree or professional title above medium grade.
6. Team members should have more than 3 years’ solid foundation of cooperation in universities, enterprises, scientific research institutions or major projects, at least between every two members.
7. The team members should work in west northern area in east Guangdong for 5 consecutive years and the leader of the team should work full-time in Guangdong. At least two of the core members should work full-time in Guangdong (regarded as first and second core members in the team); other core members can choose to work full-time or part-time in Guangdong for more than 3 months per year in average. Teams with all members working full-time in Guangdong would be supported preferentially.
8. Team members should sign agreements of intention with employers to promise signing formal contract and report to work in 3 months after selected (counted from the publishing date of shortlist; if the members have signed formal contracts, the first contract should be signed after January 1, 2016.
9. If the full-time team members have settled in west northern area in east Guangdong, the first contract they sign should be after January 1, 2016.
3. Introduction of Top-notch Talent in Urgent Need
Applicants should abide by law and discipline, be of high morality and without any adverse employment history; can promise to work full-time for 3 consecutive years in north-western Guangdong after introduction; required to sign agreement of intention to promise to sign job contract and report to work in three months after being selected; if the applicant has already signed formal contracts, the first contract with employers should be signed after January 1, 2017. Among the requirements, scientific innovative leading talents, operating and management talents and financial talents should be below 55(born after December 31, 1961);top-notch young talents should be below 38(born after December 31,1978). Except for the basic conditions, the applicants should meet any one of the requirements:
1. Scientific Innovative Leading Talents:
1.1 Winner of second prize or above in national (first three contributors) or provincial scientific and technological awards (first two contributors).
1.2 National “One Thousand Talent Plan” selected participants, “Ten Thousand Talent Plan” selected participants, national selectees of “Millions of Talent Project”, “One Hundred Talent Plan” in Chinese Academy of Sciences, “Pearl River Talent Plan” introduced leading talents, “Guangdong Special Supporting Plan” selected prominent talents, national prominent youth scholars, selectees in National Science Fund for Distinguished Youth Scholars and other major talent training projects or Scholars of Yangtze River.
1.3 First or second principle of national key projects of key research and development plan, national major scientific projects, national scientific and technological supportive plan and National Natural Science Foundation key and major projects and other key and major projects (passed closing examination and be accepted).
1.4 First or second leader of major subjects, major laboratory, engineering(technical)research center and enterprise technical center in national, provincial level or above.
1.5 Post-doctoral talents or scientific innovative talents with senior professional technical titles (first contributor), command of core technology, ability to lead major scientific research projects as well as construction of major programs.
2. Operation and Management Talents:
2.1 Mid-grade or senior managers in The World Top 500 Enterprises published by Fortune or Forbes, or senior managers in The China Top 500 Enterprises.
2.2 Talents with more than 3-year experience as senior manager in national high-tech enterprises.
2.3 Applicants and their enterprises who develop core technology and innovative products with independent intellectual property rights (applicant should rank first in the invention patent) during research, development and promotion of the applicable innovative products.
3. Financial Talents:
3.1 Talents who work on relevant businesses for more than 3 years (including 3years) in financial institutions and own Senior Economist, Senior Accountant and other senior technical professional titles.
3.2 Talents with more than 2-year experience as senior managers in internationally known financial institutions or principles in national financial institutions.
4. Top-notch Young Talents:
4.1 Winner of second prize or above in national (first ten contributors) or provincial scientific and technological awards (first two contributors).
4.2 “Ten Thousand Talent Plan” selected participants, selectees in Young Scholar Project of Scholars of Yangtze River, winners of National Natural Science Foundation Distinguished Young Scholars of China, “Pearl River Plan”, “Guangdong Special Supporting Plan” selectees.
4.3 First, second or third principle of national key projects of key research and development plan, national major scientific projects, national scientific and technological supportive plan and National Natural Science Foundation key and major projects and other key and major projects (passed closing examination and be accepted).
4.4 Members of Academic Committee of State Key Laboratory, first, second or third principle of national engineering laboratory, national engineering technology research center and national-recognized enterprise technology center.
4.5 Doctoral talents or professional technical talents with above vice senior professional title, invention patent (first three contributors), strong innovative ability and potential for self-development.
4.6 First two contributors of provincial second prize or above in education, meditation, social science, agriculture or other fields.
4. High-level Talent Training Project
Applicants should abide by law and discipline, be of high morality, healthy and career-driven; be under the age of 50 (born after December 31, 1966); with professional titles above Doctor or vice seniors; work full-time since January 1, 2015 to now in west northern area in east Guangdong; can promise to work full-time for 3 consecutive years in north-western Guangdong after introduction. At the same time the applicant shall meet any one of the listed requirements below:
1. First two brief completer of results winning second prize or above in municipal(departmental) science and technology award or first contributor of the first prize in municipal science and technology award.
2. Winner of National Natural Science Foundation of China.
3. Leader of provincial laboratory or national engineering research center.
4. Holder of more than 1 invention patents (ranking first).
5. Major technical leader of provincial science and technology projects or above or major technical reconstruction programs with outstanding contributions.
5. Postdoctoral Supporting Project
The applicated postdoctoral research fellows should meet the following requirements:
1. Working on researches in postdoctoral mobile scientific research station, working station or innovative practice base in west northern area in east Guangdong.
2. Be working on station(base) in the day the notification is published.
3. Receivers for the first fund shall complete the mid-term assessment; receivers for the second fund shall be on site for 21 months.
6. Introduction of Youth Doctoral Talents
Applicants should abide by law and discipline, be of high morality and healthy; with high comprehensive quality and professional capability the position requires; with Doctor’s Degree; be under the age of 40 (born after December 31, 1976); can promise to work full-time for 3 consecutive years in north-western Guangdong after introduction; required to sign agreement of intention to promise to sign job contract and report to work in three month after being selected ; if the applicant has already signed formal contracts, the first contract with employers should be signed after January 1st in 2017.
7. Introduction of Professional and Technical Talents in Villages and Towns in West Northern Area in East Guangdong
Applicants should abide by law and discipline, be of high morality and healthy and career-driven; be under the age of 55 (born after December 31, 1961); with senior or vice senior or above professional and technical title; can promise to work full-time for 3 consecutive years in north-western Guangdong after introduction; required to sign agreement of intention to promise to sign job contract and report to work in three months after being selected. The first contract with employers should be signed after January 1, 2017.
8. Training Program for Talents with High Technical Ability
The applicants should be workers in legal working-age (besides permanent staff in state organs or public institutions), with Senior Technician Qualification Certificate (Level 1) and shall work for more than 1 year in West northern area in East Guangdong. Applicant who has applied and received this fund shall not apply again.

1. Competitive Support for Key Urban and County Talent Projects: 1,500,000(1.5 million) Yuan for each municipal project and 800,000(800 thousand) Yuan for each county level project.
2. Introduction of Innovation and Entrepreneurship Group: 8,000,000(8 million) Yuan for A level project, 5,000,000(5 million) Yuan for B level project and 3,000,000(3 million) Yuan for C level project

Proposal Submission
1. Competitive Support for Key Urban and County Talent Projects:
1. Municipal projects should be reported to Talent Work Office in Provincial Committee Organization Department by municipal Party Committee Organization Departments before October 10, 2017 and every city is subject to recommending only one project.
2. The review and evaluation of county-level projects will be organized by municipal Party Committee Organization Departments as provincial reviewing regulations and reviewing measures and the amount of selected projects shall not exceed 50% of the total amount of subordinated counties (cities, districts) (details are presented in allocation list). The evaluation work shall be completed before November 10, 2017 and the result of evaluation shall be reported to Talent Work Office in Provincial Committee Organization Department and waiting for the recognition of expert teams for evaluation.
3. Applicant institutions for municipal projects shall fill in the Application Form for Competitive Support for Key Urban and County Talent Projects in 2017 “Sailing Plan” in 20 copies with electronic version attached (sent to Talent Work Office in Provincial Committee Organization Department through Group Networking)
2. Introduction of Innovation and Entrepreneurship Group:
The online application time is counted since the day of publishing to September 15, 2017 and the period of submitting paper materials ends on October 10, 2017. For detailed requirements for application please log on to the Comprehensive Management of Talents Task Platform Of Guangdong Province “Announcement and Notice” to check relevant application announcement published by Provincial Science and Technology Department.
3. Introduction of Top-notch Talent in Urgent Need:
The applicant shall apply to the employer. The employer should submit the report to local municipal Human Resource and Social Security Bureau before November 10, 2017 and the municipal Human Resource and Social Security Bureau would check the authenticity of the materials and be responsible for it. After the examination the department would select the recommend candidates and propose the funding amount to the municipal Talent Work Office and publish the materials for no less than 5 days. Without any objections, the list would be sent to provincial Human Resource and Social Security Department before December 10, 2017 after examination by municipal Talent Work Leading Group Office.
4. High-level Talent Training Project:
The applicant shall apply to local municipal Human Resource and Social Security Bureau before October 10, 2017 and the municipal Human Resource and Social Security Bureau would check the regulation compliance of the materials for declaration and select the recommend candidates to send to provincial Human Resource and Social Security Department before October 20, 2017 after examination by municipal Talent Work Leading Group Office.
5. Postdoctoral Supporting Project:
The applicant shall apply to local municipal Human Resource and Social Security Bureau in the city of station(base)-setting institution before November 10, 2017 and the municipal Human Resource and Social Security Bureau would verify the materials for declaration and report to provincial Human Resource and Social Security Department before November 20, 2017 (Professional and Technical Personnel Management Office).
6. Introduction of Youth Doctoral Talents:
The applicant shall apply to local municipal Human Resource and Social Security Bureau and hand in related materials before December 10, 2017 and the municipal Human Resource and Social Security Bureau would check the authenticity of the materials for application. After the examination a list would be published and reported to municipal Talent Working Leading Group Office. After publication without objections for more than 5 days, the list would be reported to provincial Human Resource and Social Security Department before December 20th.
7. Introduction of Professional and Technical Talents in Villages and Towns in West Northern Area in East Guangdong:
The applicant shall apply to local municipal Human Resource and Social Security Department before December 1, 2017 and the municipal Human Resource and Social Security Bureau would verify the authenticity of the materials for application and report to municipal Talent Working Leading Group Office. After publication without objections for more than 5 days, the materials would be reported to provincial Human Resource and Social Security Department before December 20, 2017.
8. Training Program for Talents with High Technical Ability:
The applicant should apply to local municipal Human Resources and Social Security Bureau before October 10, 2017. Municipal Human Resources and Social Security Bureau would check the application materials, register and keep records of the materials and collect the roll of applicants to report to the provincial Human Resources and Social Security Department (Vocational Capacity- Development Office) before November 1, 2017.

2. Copy of Vocational Qualification. (The original would be checked by local municipal Human Resources and Social Security Bureau. For those who have generated certificate number but no issued certificates, the printout of certificate query page in the website of Provincial Human Resources and Social Security Department should be provided.)
3. Employment supporting materials in one original copy (marked out the period of working, starting date, ending date, the location and the name of the workplace).
4. Social Insurance Certificate.
5. Copy of ID card (The original shall be verified by the employer.)
6. Copy of self-own bank card of the applicant or passbook (The original should be verified by the employer)
