Notice on Soliciting Suggestions for Major Projects in Earth Science in 2023

In order to further improve the establishment mechanism of major projects and do a good job in the establishment and funding of projects, the Earth Science Department of the National Natural Science Foundation of China, in accordance with the provisions of the Measures for the Administration of Major Projects of the National Natural Science Foundation of China, solicited suggestions for the establishment of major projects for the scientific and technological circles.

I. Positioning of Major Projects

Major projects are oriented to the forefront of science and major scientific issues in the major needs of national economic, social, scientific and technological development and national security, and are deployed in advance to carry out interdisciplinary research and comprehensive research, give full play to the supporting and leading role, and enhance the innovative ability of the source of basic research in China.

II. Conditions

 (1) Conditions for the establishment of major projects

  1. The domain proposal should be in line with the development strategy of “livable earth” of the Ministry of Earth Sciences in the new period (the top-level design of “deep sea-deep ground-deep space-earth system” and “four beams and eight columns” in the priority funding field), and it is necessary and urgent to organize and implement it. Among them, please refer to the key projects of the Ministry of Earth Sciences in the 2023 National Natural Science Foundation Project Guide for priority funding areas.
  2. The concise key scientific problems are basic and forward-looking, with clear and concentrated scientific objectives and strong interdisciplinary.
  3. China has good research work accumulation and research conditions, obvious advantages of research teams, and sufficient reserves of outstanding young and middle-aged talents.
  4. With high-intensity support, it is expected to make a big breakthrough in solving key scientific problems.

(2) Qualifications of referees

  1. The first advisor should be a front-line scientist with full and senior professional and technical positions (titles) and have long-term experience in basic research of natural science.
  2. The total number of the first proposer and the co-proposer shall not exceed 5.
  3. The first proposer and the co-proposer can only put forward or participate in the proposal of one major project in the same year.

(3) Main contents of the proposal in the project area

  1. Basis for project establishment: It focuses on the necessity of establishing major projects. With the support of major projects, it is expected to make a breakthrough in solving core scientific problems.
  2. Scientific objectives, core scientific issues and main research contents to be carried out: limited objectives, core scientific issues are highly concise, forward-looking and interdisciplinary.
  3. The existing domestic work foundation in related fields, the present situation of China’s research team and its international position. It focuses on whether China has the foundation and conditions to carry out relevant research and make breakthroughs.

(4) Matters to be explained

The solicitation of proposals for major projects in the Ministry of Earth Sciences follows the avoidance system, and the current members of the Expert Advisory Committee of the Ministry of Earth Sciences are not allowed to put forward or participate in putting forward proposals for major projects.

(5) Submission of proposals in the field of major projects.

  1. Before 16:00 on March 1, 2023 (subject to the time of sending e-mail), please send the WORD version of “Proposal for Major Project Establishment Field”, the PDF version generated by scanning with the official seal of the supporting company (see attachment, the first page of which is scanned with the official seal of the supporting company to generate a PDF document) and the Excel version of the proposal list to the contact mailbox (geostrap@nsfc.gov.cn). Any proposal submitted after the deadline or not meeting the reporting requirements will not be accepted.
  2. The submission of the electronic version of the application materials shall be deemed that the first proposer has fulfilled the promise of informing other co-proposers and agreeing to jointly submit the domain proposal declaration.
  3. The supporting unit shall earnestly perform its duties, carefully examine the qualifications of the proposer, the authenticity, completeness and compliance of the materials, and improve the quality of suggestions in the field of major projects.
