Notice on Key special projects in 2022 of Ministry of Science and Technology

  1. Application Conditions:
  1. The person in charge of the project (topic) must have a senior title or Ph.D degree, born after January 1, 1962, and work for the project for no less than 6 months per year.

 

  1. The person in charge of the project (topic) should be, in principle, the actual scientific and technical personnel who led the main research ideas and the research of the project (topic). Public officials from all central and local state organs at all levels (including the exercise of science and technology program management functions of other personnel) shall not apply for the project (topic).

 

  1. The person in charge of the project (topic) is limited to applying for only one project (topic); the person who is the project leader of an on-going project of the National Science and Technology Major Project, National Key R&D Program, Science and Technology Innovation 2030 – Major Project shall not lead or participate in the application of this project (topic), and the person who is the topic leader may participate in the application of the project (topic).
  2. The projects with project implementation period (including the implementation period after the extension) ending before December 31, 2022 in the research project (including tasks or topics) are not in the scope of the above mentioned limitation.

 

  1. Experts who participate in the implementation plan of guidance of the key special projects or the preparation of this year’s project guidelines cannot, in principle, apply for the key special projects (topics).

 

  1. Foreign scientists and scientists from Hong Kong, Macao and Taiwan who are employed in mainland units can be the leader for the project (topic), and full-time employed persons must be provided with valid documents of full-time employment by the mainland employing units, while part-time employed persons must be provided with valid documents of employment by both units and submitted together with the project pre-declaration materials.

 

  1. After the acceptance of the project application, in principle, the host institution and the principle investigator cannot be changed.

 

  1. Application Areas

 

  1. “Mathematics and applied research” key special projects

26 projects are to be supported, with an estimated budget of 328 million yuan.

At the same time, the proposed support for 30 young scientists projects, the proposed arrangements for the state funding estimates of 90 million yuan, 3 million yuan per project.

 

  1. “Intelligent Robot” Key Special Project

To start 25 guide tasks, the proposed arranges of state funding of 315 million yuan.

Among them, around the direction of basic frontier technology, the proposed deployment of young scientists to guide the task of 1, the proposed arrangement of state funding of 10 million yuan, 2 million yuan per project, the number of young scientists to support no more than 5 projects.

 

  1. “Additive manufacturing and laser manufacturing” key special projects

To start 28 guide tasks, the proposed arrangement of state funding 358 million yuan.

Among them, around the refractory metal materials additive manufacturing, ultrafast laser manufacturing photon-electron-lattice interaction observation and regulation and other technical directions, the proposed deployment of two young scientists projects, the proposed allocation of 4 million yuan of state funding, each project 2 million yuan. Around the personalized medical device manufacturing, medical implant surface micro-functional structure manufacturing and other technology directions, the proposed deployment of five technology-based small and medium-sized enterprise technology innovation application demonstration projects, the proposed arrangement of state funding of 10 million yuan, each project 2 million yuan. Common key technology projects, the ratio of matching funds to state funding is not less than 1.5:1. Application demonstration projects to encourage close integration of industry, academia, research and use, give full play to the role of local and market, the ratio of matching funds to state funding is not less than 2:1.

 

  1. “Industrial software” key special projects

The proposed deployment of two young scientists project direction, each direction to support two projects, the proposed arrangement of state funding of 8 million yuan, each project 2 million yuan.

Common key technology projects, the ratio of matching funds to state funding is not less than 1:1, including guidelines 2.13 and 2.14, the ratio of matching funds to state funding is not less than 1.5:1.

 

  1. “Intelligent Sensor” key special projects

To start 36 guide tasks, the proposed arrangement of state funding of 577 million yuan.

Among them, in the direction of intelligent sensing basic and frontier technology, the deployment of young scientists projects, support no more than 3, the proposed arrangement of state funding of 6 million yuan, each project 2 million yuan; in the direction of sensor sensitive components key technology, the deployment of science and technology-based small and medium enterprises projects, the proposed arrangement of state funding of 10 million yuan, the proposed support no more than 5, each project state funding of 2 million yuan. In order to fully mobilize social resources to invest in intelligent sensor technology innovation, in terms of matching funds, common key technology projects, matching funds and state funding ratio of not less than 1.5:1; application demonstration projects, matching funds and state funding ratio of not less than 2.5:1.

 

  1. High-performance manufacturing technology and major equipment

To start 26 guide tasks, to be arranged for the state funding of 338 million yuan.

Among them, in the basic research category to deploy four young scientists projects, each project 2 million yuan. The ratio of matching funds to state funding for common key technology projects will be no less than 1.5:1, and the ratio of matching funds to state funding for application demonstration projects will be no less than 2:1.

 

  1. New Energy Vehicles

The proposed deployment of 14 guide tasks, to arrange for state funding of 508 million yuan.

Among them, around the new system power battery technology direction, to deploy two young scientists projects, to be arranged for the state funding of up to 8 million yuan, each project does not exceed 4 million yuan. Around the key technology of self-evolutionary learning autonomous driving system, intelligent vehicle expected functional safety real-time protection and test verification technology direction, it is proposed to deploy two young scientists projects, each topic not more than 3 million yuan. In principle, basic research projects and young scientist projects do not require matching funds, and common key technology projects require matching funds to state funding ratio of not less than 2:1.

 

  1. Hydrogen Energy Technology

It is proposed to start 24 guideline tasks and arrange 400 million yuan of state funding.

 Among them, seven young scientist projects are to be deployed, and 21 million yuan of state funding is to be arranged, with each project not exceeding 3 million yuan. In principle, the basic research category (including young scientist projects) does not require matching funds, and the ratio of self-financing to state-allocated funds for common key technology projects is not less than 2:1.

 

  1. Renewable Energy Technology

To start 24 guide tasks, the project arranges 400 million yuan of state funding.

Among them, around solar photovoltaic, wind energy and other technology directions, to deploy four young scientists projects, to be arranged for state funding of 12 million yuan, each project does not exceed 3 million yuan. In principle, the basic research category (including young scientists) projects do not require matching funds, common key technology projects and application demonstration projects require matching funds and state funding ratio of not less than 2:1.

 

  1. New display and strategic electronic materials

One guideline task is to be started, and the proposed arrangement of state funding is not more than 20 million yuan.

The projects will be declared according to the research direction of the second level title (1.1) of the guidelines, and the implementation period will not exceed 3 years. The research contents of the declared projects must cover all the research contents and assessment indexes listed in the guidelines under the second level heading. The number of topics under the project should not exceed 5, and the total number of participating units should not exceed 10. There is one project leader for the project and one topic leader for each topic in the project.

 

  1. Advanced computing and emerging software

With 8 guiding tasks, the proposed arranges funding 215 million yuan.

Among them, the young scientist project is to arrange 12 million yuan of state funding, 4 million yuan for each project. The ratio of matching funds to state funding for common key technology projects is not less than 1:1.

 

  1. Micro and nanoelectronics technology

Start 19 guide tasks, to be arranged for the state funding of 236 million yuan.

Among them, 39 million RMB will be allocated for young scientists projects, and 3 million RMB for each project. The ratio of matching funds to state funding for common key technology projects is not less than 1:1.

 

  1. Comprehensive management of air, soil and groundwater pollution

With 39 research tasks, the proposed arranges no more than 810 million yuan, including 10 projects for young scientists, each 3 million yuan.
