Solicitation on 2023 Guangdong Basic and Applied Basic Research Fund on Offshore Wind Power Joint Fund

  1. Direction of the call for guidelines:

Offshore Wind Power Joint Fund focuses on demand-driven and problem-oriented, facing the construction of the Guangdong-Hong Kong-Macao Bay Area and the province’s offshore wind power industry innovation and development needs, to support the development of basic and applied basic research. In order to give full play to the offshore wind power joint fund, strengthen the top-level planning and overall layout, after a series of questionnaire research and expert condensation, around the wind farm planning and design, wind power equipment development, offshore wind power construction and installation, wind power grid operation of the four main industrial chain and wind power professional services and wind power related industries, two secondary industrial chain of offshore wind power industry innovation and development of key scientific and technological issues In 2022, the offshore wind power joint fund has laid out 90 projects around the above-mentioned areas, including 81 surface projects and 9 key projects.

This call for proposals for guidelines continues to focus on the 130 thematic research directions in the offshore wind industry. Proposers are invited to propose corresponding guidelines based on their existing research base and team capabilities, focusing on strengthening the misalignment and convergence with the projects already supported in 2022, and providing reference and basis for further selection of the 2023 guidelines. Please refer to Annex 1 for the template of guideline proposal filling (specific to the online filling system)

  1. Project type and funding scale

Offshore wind power joint fund proposed to set up “key projects” and “general projects” two categories, key projects proposed funding intensity of 1 million yuan / project, general projects proposed funding intensity of 300,000 yuan / project, please according to the project funding intensity reasonable proposed guidelines content.

  1. Related requirements
  • This guideline proposal is only for the registered provincial fund relying units in Guangdong Province to solicit. The qualifications of the provincial fund relying units can be inquired in the Sunshine Government Platform for Science and Technology Business Management of Guangdong Province.
  • Proposers should submit their proposals online through the unit relying on the provincial fund, and each person can only submit one proposal for the guide.
  • Guide proposals should be oriented to the construction of the Guangdong-Hong Kong-Macao Bay Area and the province’s offshore wind power industry innovation and development needs, focusing on demand-driven and problem-oriented, to put forward key scientific issues.
  • The content of the guideline proposal should focus on the scientific problem to put forward research solutions and ideas, to be somewhat inclusive, without obvious restrictive requirements, and there are other provincial research teams also carry out related work to ensure the existence of competition.
