Notice on Issuance of the Guidelines for the 2023 Open Competition for the Major Project of Science and Technology Innovation 2030 – “Quantum Communication and Quantum Computer”

1. Project organization and application workflow

1. The host institution shall organize the application in the form of a project according to the research content of the direction supported by the guidelines. The project should be applied as a whole, must cover all the assessment indicators of the corresponding guide direction. There is one person in charge of the project, and one person in charge of each topic.
2. The organization and implementation of the project should integrate the advantageous innovation teams in the relevant fields, focus on the tasks of the guidelines, strengthen the integration of basic research, common key technology research and development and typical application demonstration tasks, focus efforts, joint research. Encourage capable female researchers as the project (subject) leader to take on the task.
3. Project application and evaluation to fill out the pre-application, the official application of two steps, the specific workflow is as follows.

–Fill out the pre-application form. Project application unit according to the relevant application requirements, through the national science and technology management information system public service platform (http://service.most.gov.cn, hereinafter referred to as the national science and technology management system) to fill out and submit about 3,000 words of English and Chinese pre-application of the project, detailing the objectives and indicators of the applied project, a brief description of innovative ideas, technical lines and research basis . The deadline for pre-submission is not less than 50 days from the publication date of the guidelines to the acceptance date of the pre-submission.

The pre-application should include relevant agreements and commitments. The project leader shall sign a joint application agreement with all participating units and specify the time of signing the agreement; the project leader, the subject host institution, the project leader and the subject leader shall sign a letter of commitment to integrity, and the project leader and all participating units shall implement the “Opinions on Further Strengthening the Construction of Scientific Research Integrity” and “Opinions on Further Promoting the Scientist’s Spirit and Strengthening the Work Style and Academic Style The lead unit and all participating units shall implement the requirements of “Opinions on Further Strengthening the Construction of Scientific Research Integrity” and “Opinions on Further Promoting Scientists’ Spirit and Strengthening the Work Style and Academic Style”, and strengthen the examination and control of the application materials to prevent exaggerating and even falsifying.

Pre-application must be recommended by the relevant units. Each recommending unit should strengthen the examination and control of the recommended project application materials, and submit the recommended projects through the national science management system on time.

Hefei National Laboratory (hereinafter referred to as the National Laboratory) accepts the pre-application and organizes the first round of evaluation. The National Laboratory organizes the formal review and carries out the first round of evaluation. International letter evaluation mechanism is introduced as needed. The first round of evaluation does not require a defense by the project leader. According to the evaluation results of the experts, no more than 4 times the number of projects to be submitted will be selected for the defense evaluation. For the projects that do not enter the defense evaluation, the evaluation results will be timely feedback to the project application unit and the person in charge.

–Fill out the official application form (including the budget application form). After receiving the notice from the National Laboratory about entering the defense evaluation, the applicant unit fills out and submits the formal application (including budget application) through the National Science Management System, and the filing acceptance time is 30 days.

The National Laboratory accepts the formal application and organizes the defense evaluation. The National Laboratory will review the project application form, organize the defense review and conduct the budget review simultaneously. The projects will be selected on the basis of expert evaluation. For the support of the guidelines tasks, in principle, only one support, such as the top two defense evaluation results of the applied projects with similar evaluation, and the technical route is obviously different, can be established at the same time to support, and establish a dynamic adjustment mechanism, combined with the process management to carry out assessment of key nodes, according to the assessment results to determine the follow-up support.

2. Organization of the application of the recommended unit

1. departments and bureaus in charge of science and technology of the State Council;
2. provinces, autonomous regions, municipalities directly under the Central Government, municipalities under the plan and the Xinjiang Production and Construction Corps in charge of science and technology departments;
3. the former industrial sector to set up the industry associations;
4. into the pilot scope of the Ministry of Science and Technology and the assessment results of the industrial technology innovation strategy alliance A, as well as into the Ministry of Science and Technology, Ministry of Finance to carry out the innovation and development of science and technology services industry pilot alliance.
5. Hong Kong and Macao research units to lead the application of the project, respectively by the Hong Kong Innovation and Technology Commission, Macao Science and Technology Development Fund in accordance with the requirements of the organization recommended.

The recommended units should be recommended within the scope of their functions and operations, and are responsible for the authenticity of the recommended projects.

3. Application of eligibility requirements

1. The project leader and participating units should be registered research institutes, higher education institutions and enterprises in mainland China, or scientific research units in Hong Kong and Macao as determined by the Mainland and Hong Kong, Mainland and Macao Science and Technology Cooperation Committee (see Annex 2 for the list). Mainland units should have independent legal personality, registered before June 30, 2022, with strong scientific and technological research and development capabilities and conditions, and standardized operation and management. State organs shall not lead or participate in the application.

Project lead host institutions, project participating units and project team members in good faith, no disciplinary enforcement period in the scientific research serious breach of trust and related social areas of credit “blacklist” records.

The same project can only be applied by a single recommended unit, not multiple applications and duplicate applications.

2. The person in charge of the project (subject) must have a senior title or a doctorate degree, born after January 1, 1963, and must work on the project for no less than six months each year. Hong Kong and Macao applied personnel should be patriotic and love Hong Kong and Macao.
3. Encourage young scientists to take the lead in applying young scientist projects and other projects (topics), young scientist projects are not under the subject, in principle, no longer organize budget evaluation, encourage young scientists to boldly explore more innovative and disruptive new methods, new paths, to better serve the overall objectives of major projects to achieve.
4. The person in charge of the project (subject) should, in principle, be the proposer of the main research idea of the project (subject) and the scientific and technical personnel who actually lead the research. Central and local state organs at all levels of public officials (including the exercise of science and technology program management functions of other personnel) may not apply the project (subject).
5. The person in charge of the project (subject) is limited to apply one project (subject); the person in charge of the project under study of the National Science and Technology Major Project, National Key R&D Program, Science and Technology Innovation 2030 – Major Project shall not lead or participate in the application of the project (subject), and the person in charge of the subject may participate in the application of the project (subject). At the same time, the project (subject) leader meets the requirements of the “General Office of the Ministry of Science and Technology General Office of the Ministry of Finance General Office of the Natural Science Foundation Office on Further Strengthening the Coordination of National Science and Technology Program Project Establishment Management Notice” (National Science and Technology Office [2022] No. 107) on the joint project limit provisions of the National Science and Technology Program. The person in charge of the research projects (topics) of national science and technology major special projects, national key R&D programs, science and technology innovation 2030 – major projects shall not withdraw from the projects currently undertaken due to the application of new projects (topics); after withdrawing from the project R&D team, in principle, shall not lead or participate in the application of this major project during the implementation period of the original project.
6. Experts involved in the preparation of this year’s project guidelines, may not lead or participate in the application of this major project.
7. Foreign scientists and scientists from Hong Kong, Macao and Taiwan who are employed by mainland units can be the project (subject) leaders. Full-time employees must be provided with valid documents of full-time employment by the mainland employing units, and part-time employees must be provided with valid documents of employment by both the mainland employing units and overseas units, and submitted together with the project pre-application materials.
8. After the acceptance of the applied project, in principle, the host institution and the person in charge cannot be changed.

Before submitting the project application formally, each host institution can use the public service platform of the National Science and Technology Management Information System and the information system platform of the National Natural Science Foundation of China to check the current research projects (including To avoid duplication of application.

4. Specific application methods

1. Online filing. Please fill in the application online through the NLM system as required. The National Laboratory will use the online application form as the basis for subsequent formal review and project evaluation. All the annexes required in the application materials will be uploaded in electronic scanned copies. If you are temporarily unable to provide them, please upload the scanned copies of the supporting unit’s explanatory materials, and the National Laboratory will notify the replacement according to the situation.

The time for the project application unit to fill in the online pre-application is: April 21, 2023, 8:00 to June 9, 16:00. For projects entering the defense and evaluation process, the application unit will fill in the official application and submit it through the NLM system as required, with specific time and requirements to be notified.

2. Organizational recommendation. Please confirm the recommended projects item by item and upload the recommendation letter with the official seal of the recommending unit in electronic scanned copy before 16:00 on June 16, 2023.
