(1) Guangdong-Hong Kong science and technology innovation joint funding topic:This topic supports Guangdong innovation entities and Hong Kong partners to carry out scientific research and industrialization cooperation. It is jointly implemented by the Guangdong Provincial Department of Science and Technology and the Hong Kong Innovation and Technology Commission. Both parties simultaneously issue guidelines to organize applications. After independent review, for projects that both parties support at the same time, both parties will separately fund the innovation entities of each party.
(2) Guangdong-Macao Science and Technology Innovation Joint Funding Special Topic:This special topic supports Guangdong innovation entities and Macao partners to carry out scientific research and industrialization cooperation of results. It is jointly implemented by the Guangdong Provincial Department of Science and Technology and the Macao Science and Technology Development Fund. Both parties simultaneously issue guidelines to organize applications. After joint review, for projects that both parties support at the same time, both parties will separately fund the innovation entities of each party.
2. Application requirements
(1) The applicant should provide application materials and a list of required materials (see Appendix 4 for details) in accordance with the requirements of the notice and attachments, and ensure that the project content is authentic and credible, and must not exaggerate its own strength and technical and economic indicators. The lead applicant must be responsible for the authenticity of the application materials and provide a letter of commitment to the authenticity of the application materials. Once the project is approved, a contract will be generated based on the content of the application form, and no modification or adjustment will be made without justifiable reasons.
(2) The project leader or the lead applicant unit who has any of the following circumstances shall not apply or pass the qualification review:
1. The project leader has more than 3 (including 3) Guangdong provincial science and technology plan (special projects, funds, etc.) projects that have not completed acceptance and completion, or has more than 1 (including 3) provincial Guangdong-Hong Kong-Macao science and technology cooperation or international science and technology cooperation projects. 1 item) has not completed the acceptance and finalization; the total number of Guangdong Provincial Science and Technology Plan (special projects, funds, etc.) project applications submitted by the project leader in 2023 (natural year) has reached more than 2 (inclusive); the project leader Individuals or corporate legal persons have projects that are one year overdue and have not completed the acceptance inspection (except for platform projects, inclusive policy projects, and post-subsidy projects).
2. Those who have committed scientific research breaches of trust and are still within the disciplinary period.
3. If the same project is submitted to multiple applications by changing the subject name, etc., the same project has been applied for other business topics of the Provincial Department of Science and Technology in 2024 or has been previously approved by the Provincial Department of Science and Technology.
4. The main content of the project has been applied by the unit alone or jointly with other units and has been approved by the provincial science and technology plan.
5. Projects of units within the province have not been recommended by the competent department.
6. Violate the ethics of science and technology.
7. Other situations not suitable for funding.
3. Application method
(1) Online declaration. (2) Online declaration time. The centralized online declaration time is from November 13, 2023 to 17:00 on January 12, 2024, and the deadline for online review and recommendation by the competent department is 17:00 on January 19, 2024.
