- Project application procedures
Based on the application requirement listed on the guideline, all applicants should use the national technology information management system (http://service.most.gov.cn) for project application. Applicants should submit a pre declaration document in around 3000 words using this system. This document should describe the project’s objectives, the project’s key performance indicators, a brief description regarding the project’s innovation, project’s technology roadmap, the project’s research foundation and other required documents specified by the guideline.
Applicant organization should sign a joint application agreement with all other participant organizations, which should clearly state the signing time. Project applicant organization and project leader should also sign a letter of commitment to integrity.
- Applicant’s qualification requirement
- Lead organization, participant organizations and project team members all should have good academic integrity record. They should not have any serious academic dishonesty record within their disciplinary period or being listed on the social credit “blacklist”.
One applicant organization can only apply for one project based on the recommendation of one single institution, repetitive application based on same recommend institution or repetitive application to the same program is not allowed.
- Project leader should have a senior title or a doctorate degree and born after 1st Jan 1962. Also, the project leader should spend at least 6 months working on his/her project every year.
- Project leader can only apply for one project. However, individual who is leading a national scientific major special project or ongoing technological innovation 2030 – major project (including tasks and research topics) are disqualified for the application of this program. Also, national scientific major special project, major special project of national key R&D program or project leaders of ongoing major special project (excluding leaders of tasks or research topics) cannot apply for this program.
Project leader and project key members can only host or participate one project from this program.
The maximum number of projects, including the number of national scientific major special projects and technological innovation 2030 – major projects, project leaders and project key members can apply for is two. Project leaders of National Science and Technology Major Projects, national key R&D program, and technological innovation 2030 – major projects should not withdraw from their existing projects because of their application in special projects of national key R&D program (including tasks and research topics).In principle, if Project leaders and project key members of National Science and Technology Major Project, national key R&D program and ongoing technological innovation 2030 – major projects withdraw from their research team, they cannot lead or participate in applying new national key R&D program.
Regulations listed above do not apply to ongoing projects with a project planning Execution period (including delayed execution period) before 31th Dec. 2022 (including tasks and research topics) and inter-governmental international technological innovation cooperation key programs that have a national funding less than 4 million yuan.
- Foreign scientists and scientists from Hongkong, Macao and Taiwan regions that are employed by origination in mainland china can serve as project leader. However, full time employee should submit valid documents provided by his/her employer in mainland China, while part time employees should submit valid documents provide by both organizations he/she serves, as part of the project’s application documents.
- In principle, after a project is accepted and under process, its applicant organization and project leaders cannot be changed.
- Project content and project cooperation methods should Conform to the laws and regulations in China and in other countries (regions, international organizations) where the partner organization is located. For Cooperation activities that require review and apply for approval in advance, such as activities that involve human genetic resources, the applicant organization should apply for review and approval in advance that Conforms to the laws and regulations in mainland A project can only be approved after it has all require formalities
All parties should reach an agreement or a letter of intent regarding the intellectual property ownership and attribution of benefits gained from commercialization of the project. The agreement should Conform to clauses in the Chinese laws and regulations that specify the ownership of intellectual property and how should benefit gained from commercialization of the project be distributed (the agreement should be attached with a letter of intent, a memorandum, a certification letter, or clearly defined clauses in a Sino-foreign agreement.
- The Chinese organizations should explicitly request their foreign partner organizations and individuals to comply with the following requirements: foreign project leader should not cooperate with different Chinese organizations for repetitive application based on the same research area and technical route. Foreign scientists who have been recruited by Chinese organizations and working on National Science and Technology Major Projects or ongoing national key R&D program (including tasks and research topics), should not take part in the application of this program as foreign personnel. The maximum number of projects foreign project leaders can apply or participate is two.
- Detailed application procedures
The acceptance time for project applicant organizations to fill in and submit their pre-declaration form is from 8:00 am 13th July 2022 to 16:00 pm 26th August 2022.

Research areas and directions
This guideline is aiming to initiate projects about carbon neutralization, climate change, healthcare and other research areas. There will be a total number of 39 research directions and the total amount of national funding is 250 million Chinese yuan. All projects should be applied according to the research tasks indicated by the secondary title (such as 2.1). the research content of the applied project should cover all listed research content and key performance indicators under the specific secondary title. If not otherwise specified, every research direction contains one to two projects. More specifically: in principle, each research direction contains one project. However, after the board review, if the top two projects are both accepted by the committee and their technical route differ significantly from one and other, then this research direction will contain two projects. These two projects will be supported using a two stages scheme. Both projects will be revaluated, which is based on their implementation conditions during their first stage. How these projects will be supported during their second stage is also determined by the evaluation result.
Both projects do not consist of any tasks (or research topics) and the maximum number of participating Chinese companies is 10. Normally, the duration of a project should be less than 3 years. To apply for a project, there should at one foreign organization being one of the applicants. There is no restriction on the number of foreign organizations involved. Additional requirement:participant organizations should include at least one third party testing organization with a specialty in photovoltaic power.
