Overview

In order to support and encourage the provincial universities, vocational colleges, and technician training schools (referred to as “provincial universities” hereinafter) to hire high-level foreign experts for exchanging and collaboration in Guangdong, the Bureau of Foreign Experts Affairs of Guangdong is going to continue the Guangdong Recruitment Program of Foreign Experts in 2018. Now the relevant issues regarding the application work are presented as follows:

 

Application Scope

The Talent introduction projects conducted by provincial schools through hiring high-level foreign experts (referred to as “project experts” hereinafter) for activities of exploration, visits, giving lectures, and scientific research in 2018

 

Application Conditions

Implementation Time for the Project:

The projects to be implemented in 2018, but not those that will not be carried out in 2018, are acceptable. For those to be implemented in multiple years should have a clear indication of the implementation time in 2018.

 

Conditions for the Projects:

The foreign expert projects proposed by provincial universities shall be closely related to their own specialty direction and plan of subject construction with the aim of promoting the subject construction and enhancing the capacity for research and education through the academic exchanges and collaborations with the foreign experts in Guangdong.

 

Provincial universities are encouraged to submit proposals in accordance with the economic and social development plan and the demand of industry transformation and upgrading of our province; the provincial universities in the eastern, western and northern areas of Guangdong are encouraged to introduce projects imperative for the local economic and social development; cooperation between provincial universities, especially those between provincial universities in Guangzhou and in the eastern, western and northern areas of Guangdong are encouraged to jointly introduce foreign experts in professional fields of their common interest. The same policy is also applied for the cooperation between provincial and non-provincial universities, and that between provincial universities and related enterprises, in introducing foreign experts in fields of their common interest, in order to achieve the goal of “Twice Introduction” and to maximize the benefits brought by the academic exchanges.

 

Conditions for the Project Experts: Project experts hired by provincial universities shall fulfill one of the following conditions:

  1. Experts or scholars holding a position at the level of associate professor (or equal) or higher in well-known universities or scientific research institutes.
  2. Experts or scholars who have published books or articles in authoritative academic journals in the field of their research interests.   
  3. Experts or scholars who were or are holding head positions in authoritative academic organizations or research institutes.
  4. Experts or scholars who were or are holding the positions of editor-in chief, associate editor or senior reviewers of authoritative academic journals. 
  5. Experts or scholars who were or are serving as a chairman or keynote speaker of authoritative academic conferences.
  6. Awardees of authoritative prizes in professional fields such as Fields Medal, Nobel Prize, A.M. Turing Award and so on.
  7. Professional and managerial and administrative personnel who hold senior positions in international education and technology, arts and culture, news and publication, sports, and hygiene fields.
  8. Innovative talents with independent intellectual property rights or key technologies.
  9. Other foreign experts being at high-levels and of urgent need to Guangdong province.

  

   The applicant institution, if in need of assistance for seeking foreign experts, may contact the Bureau of Foreign Experts Affairs of Guangdong. The bureau will provide provincial universities with sources of expert information through some talent-introduction platforms such as the oversea talent station.

 

Funding Scopes and Standards

Funding Scopes

  1. International travel costs. It refers to the costs for the international round flight tickets in economy class from the foreign domicile (or workplace) to an entry/departure port.
  2. Salaries. It refers to a partial or whole honorarium subsidy paid to the project experts (including teaching and consulting fees).
  3. Accommodation fee, meal fee, and transportation costs. It refers to the cost covering the accommodation, meals, local transportation, interpreting, and round-traffic from entry/departure port to the work place (city), and the costs covering the trips to the other cities in China during the implementation period of the project.

 

Funding Standards

Each of granted projects will be offered 10,000 – 50,000 RMB; the exact amount will be specified on the notice from Bureau of Foreign Experts Affairs of Guangdong. Any cost beyond the specified amount should be covered by the applicant institution. Specific funding standards are as follows:

  1. International travel expenses for a project expert: not more than 15,000 RMB.
  2. Honorarium for a project expert: not more than 20,000 RMB.
  3. Costs for accommodation, meals and transportation: not more than 15,000 RMB.  Of which, the cost for transportation between cities in China cannot be beyond 3,000 RMB. According to the standards in Detailed Rules and Regulations regarding the Implementation and Management of Funds for Introduced Foreign Experts issued by the State Bureau of Foreign Experts Affairs, the total cost for accommodation, meals, local transportations, and language interpreting for a foreign expert should not be more than 12,000 RMB/project and 600.oo RMB/day. The relevant standards may be adjusted in real time in strict accordance with to the funding standards of the State Bureau of Foreign Experts Affairs.

Equipment and office supplies provided to the foreign expert for the implementation of the funded project should be covered by the applicant institution, rather than the project fund. The costs resulted from activities irrelevant to the implementation of the project or those from accompanying persons of the applicant institution are not allowed to be listed and disbursed by the project fund.

 

Procedures of and Materials Needed for the Application

Materials include

  1. An application letter from the applicant institution;
  2. Two copies of the application form of foreign experts of Guangdong Province (2018)  

 

Application procedures

  1. For the provincial universities in Guangzhou city, application materials should be directly submitted to the Administration of Foreign Experts Affairs of Guangdong.
  2. For the provincial universities outside Guangzhou city, application should be organized by local department of Foreign Experts Affairs or of Human and Social Security. The application materials should be examined and verified by the local department before submission to the Bureau of Foreign Experts Affairs of Guangdong.
  3. The applicant institution must register on the webpage (http://ggfw.gdhrss.gov.cn/hwmf) of Guangdong Foreign Expert Program before project application. The application materials should be examined and verified by local department of Foreign Experts Affaires or of Human and Social Security following log in to the webpage http://sso.gdhrss.nwmh/hwmg.

All applications should be submitted to the Administration of Foreign Experts Affairs of Guangdong before March 30, 2018.
