Programs

The National “Thousand Talent Program” includes:

1. Long-term projects for innovative talents,
2. Short-term projects for innovative talents (including non-Chinese foreign talents),
3. Entrepreneurial talent projects,
4. Youth projects,
5. Foreign expert projects,
6. Top talent and innovation team projects,
7. Xinjiang Tibet project,
8. Cultural and artistic talents project.

The National “Ten Thousand Talents Program” includes: 

1. Outstanding Talent Project,
2. Science and Technology Innovation Leading Talent Project,
3. Science and Technology Entrepreneurial Leading Talent Project,
4. Philosophy and Social Science Leading Talent Project,
5. Teaching Master Project,
6. Youth Top Talent Project.

The criteria for the selection of applicants for each project and the recommended procedures are implemented in accordance with the “Administrative Measures for the National Overseas High-level Talent Recruitment Plan” and the “Administrative Measures for the National High-level Talent Special Support Plan”

Application methods and time requirements

The applicant’s age and working years are calculated up to August 31, 2018.

The national “One Thousand Talents Program” application materials include annual report of applications, proposal and attachments, CV and achievement lists of the applicant. Any exceptional application should be accompanied with explanations for the exceptional introduction. The applicants of the top talent and innovation team project should submit applications in the same manner as 2017. The title, user name, and password of employer used in previous application of the Youth project are still valid for this year. The first-time applicant should send a scanned copy of a document with the information of full name of his/her employer, the contact person and contacting way by the dedicated e-mail account zhuanxiangban@1000plan.org. After reviewing and confirming the application materials, the staff of the one thousand talent program office will send a user name and password to the applicant.

The upload time for Youth Project is in 1^st July -20^th July, 2018; whereas for other projects June 10th to 30^th. Materials submitted after deadline would NOT be accepted. If the materials are found incomplete or inappropriate, the time for submission of supplementary materials would be announced separately. The paper material submission method is the same as in 2017.

The application and recommendation of the National “Ten Thousand Talents Program” will be issued separately by the relevant department and the Central Organization Department and deployed. The application and recommendation of the outstanding talents project will be separately deployed by the Central Organization Department working together with the Ministry of Science and Technology and the Ministry of Finance. The application materials for youth top-notch talents shall be submitted to the relevant departments after being examined and verified by the provincial, district, and party organizations.

The two program reviews will be conducted in August and September. The list of recommended candidates will be submitted to the National Special Office for the Introduction of Overseas High-level Talents and the Special Office for National Special Projects for High-level Talent Support by the end of October.

Policy Adjustments

1. “News Communication” is included in the National “Thousand Talents Program” humanities and social sciences program. The leading talents of philosophy and social sciences program in the national “Ten Thousand Talents Program” will increase the quota so as to introduce the New Age Social Scientists able to build China’s discourse system and let the world understand China.

2. The National “Thousand Talents Program” will increase risk assessment procedures for all projects. The employer will conduct comprehensive assessment and review of the applicant’s intellectual property rights, confidentiality agreements, and competition prohibitions, prevent legal risks arising from attracting talents, and ensure personnel safety.

3. Associate professors who have obtained tenure at a foreign university can apply for the National “Thousand Talents Program” for various types of projects, and are no longer considered to be exceptional applicants. Non-Chinese nationals who have graduated from foreign universities and engaged in postdoctoral research in China may apply for the national “Thousand Talents Program” youth project within one year after graduating from the station.

4. In principle, short-term projects of the National “Thousand Talents Program” innovative talents will only be eligible to the employers in the western and northeastern regions.

5. Foreign nationals of non-Chinese nationality can fill in the relevant contents of the national “Thousand Talents Program” application form in English.

6. Among the leading talents for science and technology innovation in the National “Ten Thousand Talents Program”, the applications for the national defense military industry will be listed and reviewed separately.

7. After finishing the national “Thousand Talents Program” or “Ten Thousand Talents Program” youth program, an applicant can apply for the state “Thousand Talents Program” for scientific and technological innovation leading talents, without occupying the quota of his/her employer.

8. The age limit of the applicants for the “Youth Top Talent project” of “Ten Thousand Talents Program” of the State  has been adjusted to be no more than 40 years of age, and the scale of selection will be expanded appropriately, and the recommended channels will be expanded to increase the balance ratio. The quota for enterprises will be increased. The talents who have been funded by the “Yangtze River Youth” of the Ministry of Education or the “Outstanding Youth Science Fund” project of the Natural Science Foundation will not be allowed to apply for top-notch talents during the funding period.

9. The experts from Taiwan, Hong Kong and Macao regions, or foreign experts who have worked in the mainland for more than one year are legal to apply for the national ” Ten Thousand Talents Program”.
