Overview

The fund supports innovative talents and teams in Guangdong Province.

How to apply:

1. Team Project

The applicant should log in to Management of Talents Task Platform of Guangdong Province (URL: http://rc.gdstc.gov.cn ) and apply online.

2. High-level Talent Recognition

The applicant should apply to the host institution.

3. Post-doctoral Supportive Project

The applicant should fill in the application form and apply to the host institution.

Eligibility:

  1. Team Project

Team members (including the leader, same as follow) shall have high moral quality and professional ethics, obey the law and disciplines and be of good health.

The team members should be below the age of 65 (born after August 1, 1951) for innovation and entrepreneurship team and below 55 for local innovative scientific research team (born after August 1, 1961). Winners of Noble Prize and other international prizes, top-notch talents in “One Thousand Talent Plan” and selectees in Innovative Team Project, academicians of Chinese Academy of Sciences, Chinese Academy of Engineering or from developed countries, if coming to Guangdong to work, can enjoy relaxed restrictions in ages.

The employer shall register in Guangdong (before the deadline of application) with independent legal person status.

Other than the basic conditions, the teams should also fulfill the conditions below:

Innovation and Entrepreneurship Team:

1. The team should be formed by 1 leader and no less than 4 core members who should be introduced personnel from overseas areas or outside the province. Teams introduced from overseas areas would be supported preferentially.

2. The team members should work in Guangdong for 5 consecutive years and the leader of the team should work full-time in Guangdong. At least two of the core members should work full-time in Guangdong (regarded as first and second core members in the team); other core members can choose to work full-time or part-time in Guangdong for more than 3 months per year in average. Teams with all members working full-time in Guangdong would be supported preferentially.

3.Among the team members, the number of members with Doctor’s Degree or senior professional titles should be more than 50%.

4.Team members should have more than 3 years’ solid foundation for cooperation in universities, enterprises, scientific research institutions or major projects, at least between every two members.

5. Team members should sign agreements of intention with employers to promise signing formal contract and report to work in 3 months after selected (counted from the publishing date of shortlist; if the members have signed formal contracts, the first contract should be signed after January 1, 2016.

6. All the members in overseas young talent team should be under 40 years old (born after August 1, 1976), introduced overseas and with Doctor’s Degree.

Local Innovative Scientific Research Team:

1. The team should be formed by one leader and 5-10 core members with ideal cooperative foundation.

2. The leaders of the team should be national “One Thousand Talent Plan” selected participants, “Ten Thousand Talent Plan” selected participants, “Pearl River Talent Plan” introduced leading talents, “Guangdong Special Supporting Plan” selected prominent talents, national prominent youth scholars, or Scholars of Yangtze River and should have worked full-time in Guangdong for more than 3 years.

3. The team members should have more than 50% of them to be with Doctor’ s Degree or senior professional and technical position.

4. The leader of the team and more than 60% of its core members should come from applicant institutions and promise to work full-time in Guangdong area in 5 years while the other members can be selected in trans-institution or trans-area ways.

5. Amount-limited application will be implemented. Central government led institutions in Guangdong (including subordinated institutions, same as follow) and all cities shall not recommend more than 3 teams; province led universities and province led institutions shall not recommend more than 2 teams.

Green Entrance

1. If the leader is national “One Thousand Talent Plan” selected top-notch talents (including     leader of the innovative team) or a Nobel Prize Winner, the team can be exempt from evaluation and be directly arranged a funding level and limit based on “one matter, one solution” principle.  

2. If the leader is the Academician of Chinese Academy of Sciences, Academician of Chinese Academy of Engineering, academician in developed countries, or the teams conform to national major talent-introducing content and major strategic layout or in urgently needed technology field, the government can open green entrance for them as regulated.

2. High-level Talent Recognition

Applicants should abide by law and discipline, be of high morality and without any adverse employment history. Applicants for scientific innovation leading talents, operating and management talents, financial talents and top-notch young talents should work full-time in Guangdong and sign a labor contract of more than 3 years serving period with accumulated working time in Guangdong for more than 9 months; come to Guangdong for work from outside the province or overseas area after January 1, 2016 and be a tax payer for at least one year. Overseas expert coming to Guangdong for short-term work shall sign the work contract with employer, complete the content in the contract and achieve expected results and the accumulated working time in Guangdong in current year should be no more than 180 days and no less than 30 days (counted from January 1, 2017 to the deadline of application).

The applicant should be under 65 (born after August 1, 1951) and meet the requirement of Guangdong Introduced Science and Technology Innovative Leading Talent Recognition Standard (2017).

operating and management talents:

The applicant should be under 55 (born after August 1, 1961) and meet the requirement of Guangdong Introduced Operation and Management Talent Recognition Standard (2017).

financial talents:

The applicant should be under 65 (born after August 1, 1951) and meet the requirement of Guangdong Introduced Financial Talent Recognition Standard (2017).

top-notch young talents:

The applicant should be under 40 (born after August 1, 1976) and meet the requirement of Guangdong Introduced Top-notch Young Talent Recognition Standard (2017).

overseas expert coming to Guangdong for short-term work:

The applicant should be healthy and meet the requirement of Guangdong Introduced Overseas Expert Coming to Guangdong for Short-term Work Funding Standard (2017).

  1. Post-doctoral Supportive Project:

1.  Applicants should abide by law and discipline, be of high morality, healthy and career-driven; be under the age of 35 (defined by the date of entering the station).

2.    Applicants should be pre-entering or on station postdoctoral research fellows. On-station postdoctoral research fellows should enter the station during December 2, 2016 to December 31, 2017. Pre-entering postdoctoral research fellows should have chosen mentors and signed contract of intention with the host institution.

3.   The applicant should receive doctoral degree in universities ranking top 200 in the world during the recent two years, be working on postdoctoral research fellows in host institutions and promise to work for more than two years.

4. The applicant should have not received funds from “One thousand talent plan” “postdoctoral international communication plan” “postdoctoral innovative talent supporting plan” “Pearl River Talent Plan” “Sailing Plan” and other major talent recognition programs.

10,000,000(10 million)-100,000,000(100 million) Yuan for technology research and development team; 20,000,000(20 million) Yuan for applied fundamental research team.

Local Innovative Scientific Research Team:

No more than 10,000,000(10 million) Yuan for the team in Delta River Area and if assessed excellent in 3 years, the team would be provided no more than 10,000,000(10 million) Yuan.

2. High-level Talent Recognition:

Scientific innovation leading talents, operating and management talents, financial talents and top-notch young talents: no more than 1,000,000(1 million) Yuan per year

Financial talents: no more than 1,000,000(1 million) Yuan

overseas expert coming to Guangdong for short-term work: no more than 250,000(250 thousand) Yuan if coming for 20-60 days; no more than 400,000(400 thousand) Yuan if working for 61-80 day

3. Post-doctoral Supportive Project:

Inbound fund: 600,000(600 thousand) Yuan life allowance distributed in two years.

Follow-up fund: 400,000(400 thousand) Yuan housing subsidy for those who sign work commitment or labor contract with institutions in province and promise to work for more than 3 years

Matching support: self-financing for increasing the remuneration of the talent is encouraged

Proposal Submission

1.  Team Project:

The proposal should be submitted online on Comprehensive Management of Talent Task Platform (URL:http://rc.gdstc.gov.cn) during August 10, 2017 to September 30, 2017.

  1. High-level Talent Recognition:

The recognition should be applied first through host institution. The proposal should be submitted online through host institution on Comprehensive Management of Talent Task Platform (URL:http://rc.gdstc.gov.cn ) during September 1, 2017 to November 30, 2017.

  1. Post-doctoral Supportive Project:

Personal application: The qualified candidates can fill in the application form and apply to the host institution.

Recommendation by host institution: The host institution should have qualification examination on the applicants and recommend qualified candidates (no more than 5 candidates in principle) and propose the list to Guangdong Provincial Department of Human Resource and Social Security before December 1, 2017.
