Eligibility:
Applicants should meet the following qualifications
1. Have high moral quality and professional ethics, obey the law and disciplines, be of good health and career-driven; with a research direction in the frontier of science and technology development, major discovery, great influence and academic attainments in disciplinary domain and potential to be academicians in Chinese Academy of Science and Chinese Academy of Engineering.
2. With professional title above vice senior and aged below 55 (born after December 31, 1961).
3. Work full-time in Guangdong for more than 4 years.
Except for the basic conditions above, one of the listed requirements shall be met:
1. Effective candidates for academician in Chinese Academy of Science or Chinese Academy of Engineering (the age requirement can be relaxed to below 58, which is born after December 31, 1958)
2. First three brief contributors of above second prize in National Science and Technology Award or first contributor of Provincial Science and Technology Award.
3. Have experience of being the group leader in expert team in “863 project” or chief scientist in “973 program”.
4. First person in charge of National Science and Technology Major Project of the Ministry of Science and Technology of China or Key Research and Development Project of China or awardee of Fund for Technological Innovation.
5. Selectees in “One Thousand Talent Plan” in Organization Department of the CPC Central Committee, “One Hundred Talent Plan” in Chinese Academy of Science, “Chang Jiang Scholars Program” or national candidates in “Millions of Talents Program”.
6. Awardees of the National Science Fund for Distinguished Young Scholars or first person in charge in major projects in National Natural Science Foundation.
7. Person in charge of national laboratory, national major laboratory, national engineering laboratory of national engineering(technical)research center.
Science and Technology Innovative Leading Talents:
The applicant should fulfill the basic requirements:
1.Adhere to the spirit of science and ethics of science, with no academic misconducts.
2. Less than 40 years old (born after August 1, 1971),female researchers can be less than 48 years old (born after August 1, 1968); with Ph.D. Degree or above senior vocational title (enterprise science and technology talents can have relaxed requirements on degree and are not subject to vocational titles); work full-time in Guangdong for 2 consecutive years (from August 1, 2015 to now); core members in the selected team of “Pearl River Talent Plan” should have worked full-time for more than 5 years in Guangdong before they can apply for the project.
3.With outstanding science research level and technical innovative ability; be responsible for more than 1 provincial or departmental major projects and more than 1 national major projects; or the main inventor of more than 4 authorized invention patents or main contributor(first three) of science and technology award above national or departmental first prize and national second prize; with major research achievements with outstanding innovativeness, ideal prospect for industrialization, ability to lead original innovation of fundamental theories and major promoting influence on science and technology development.
Principles of high-level schools, science and research institutions and other legal person institutions shall not apply for the project.
The applicant should fulfill the basic requirements:
1.Devoted to education career, with high ethics as a teacher, with devotion to work, long-time engaged in first-line educational work and with reputation in education field.
2.With advanced educational concepts and innovation in teaching theory, method, curriculum construction and other areas.
3.With strong teaching ability, high teaching level, outstanding performance and great contribution in developing outstanding young teenagers.
4.With senior professional technical position.
5.In-service personnel who work full-time in Guangdong for more than 2 years (from August 31, 2017 to now, not including rehired personnel after retirement.
Other than basic conditions above, candidates in higher schools should also fulfill requirements below:
1. Winner of above provincial or departmental second prize in Teaching Achievement Award(ranking first three), or hired as above provincial or departmental talent cultivation selectees(not including other categories in Guangdong Special Supportive Plan), hired as equal level talents as Distinguished professor of Pearl River Scholars, win above provincial “High-level School Prominent Educator Prize”, guide teacher for winner of above provincial outstanding dissertation; candidates in art colleges should win third prize or above in professional exhibitions or competitions held by Ministry of Culture or guide students to win above third prize in exhibitions or competitions above(when there are several guiding teachers, the candidate should rank first).
2. Candidates from universities should have more than 15 years’ teaching experience in normal universities, with no less than 96 learning hours average teaching workload in class as primary teacher per year in recent 6 school years, among which candidate should be primary teacher for one or more courses for undergraduate students ( teachers in medical subject, counted as teaching hours , should bear average undergraduate teaching workload for no less than 60 learning hours per school year, including case study and clinical teaching)
3. Candidates in higher vocational colleges should have more than 10 years’ teaching experience in higher vocational college and undertake no less than 180 learning hours’ teaching workload in school(including practical training, internship and other practical courses)per school year; with practical working experience in enterprises and influence on corresponding technical area of the industry and the enterprise; with strong social service ability and remarkable effect on launching technology applied research and promotion of the achievements.

Award Size
Distinguished Talents: 1,200,000(1.2 million) Yuan life allowance and no more than 20,000,000(20 million) Yuan if the applicant form a team and be selected into a project.
Science and Technology Innovative Leading Talents: 500,000(500 thousand) Yuan life allowance
Prominent Educator: 800,000(800 thousand) Yuan life allowance
Proposal Submission
Distinguished Talents:
Individual Application. The applicant shall fill in the Application Form. After examination by employer, the application will be reported to municipal Human Resource and Social Security Department or Human Resource departments in province-led institutions or central government-led institutions before October 10,2017.
Selection and recommendation. Municipal Human Resource and Social Security Bureau, human resource departments in province-led or central government-led institutions would check the authenticity of the application materials and select qualified candidates to recommend to Province Human Resource and Social Security Department before October 20, 2017, at the same time submit the application list with Excel version provided.
Science and Technology Innovative Leading Talents:
Online application. After the host institution register in Comprehensive Management of Talents Task Platform of Guangdong Province and receive the account, the applicant shall fill in the application form online as required and submit supportive materials and the materials should be examined by the host institution and submitted to Talent Project Office in Provincial Science and Technology Department before September 15, 2017. After the deadline any application will not be accepted and the submitted materials cannot be returned for revision.
Paper materials. Applicants passing first review by professionals should print out application materials with related attachments. The materials should be submitted to Talent Project Office in Provincial Science and Technology Department after sealed by institutions and matched science and technology management departments within scheduled time (province-led or central-government-led can submit directly to Talent Project Office in Provincial Science and Technology Department after sealed the official stamp).
Prominent Educator:
3.1 Set up review work leading group for “Prominent Educator” in Guangdong Special Supportive Plan. The leading group office is set in Provincial Education Department and be responsible for the application, review, coordination and management work.
3.2 Organize application work. All higher level schools, municipal education bureaus and bureau in Shun De District, province-led high school, primary school and kindergarten should be responsible for organizing local candidate recommendation work and give the materials to Guangdong Provincial Education Department before September 30, 2017 after 5 days’ publication.
3.3 Qualification evaluation. The leading Group Office would examine the qualification of recommended candidates from all areas and institutions.
